BOARD OF DIRECTOR'S MEETING MINUTES

CHAIRPERSON'S REMARKS: Jackie Davison called the meeting to order at 4'35 p m. The
minutes of the November 10 meeting were accepted as written.
FINANCE REPORT Donald Graham reviewed the Financial Report, 7/1/99 to 10/31/99,that
had been mailed to the members. Everything seems to be on schedule, and Nancy Freed
reported that the State's formula and service incentive grants have been approved and will be
received soon.
LONG RANGE PLANNING COMMITTEE REPORT Jackie Davison reported on the
Committee's presentation to the Board of Selectmen on Monday, December 6 and to the
Capital Expenditures Committee on Tuesday, December 7 The proposal was well received by
the Selectmen and Rick White, and there is a video of the Selectmen's meeting available. The
Capital Expenditures Committee asked questions regarding size, cost, and location of a new
Senior Center The Committee will have to justify the requested 30,000 square feet.
Jackie Davison met with Joe Marino to review possible Lexington sites. Excluding conservation
lands, they looked at vacant Town owned land, Town buildings (the DPW barn and Fire
Station), and private buildings (the Knights of Columbus Hall and medical building on Muzzey
Street). They concluded there are two possible sites,Town owned vacant land, for our
consideration.
The Committee wants to reserve two articles in the Town Meeting 2000 warrant: a budgetary
one and one for the site, The Committee will continue to focus on the site and will send the
proposal to the Space and Building Needs Assessment Advisory Committee, chaired by Dawn
McKenna.
EDUCATION COMMITTEE REPORT Anne Kriebel reported on the next programs the
committee is planning. A series of programs on Lexington's history over the past 100 years will
be presented four Friday afternoons in February, 1-3 p.m. Topics to be covered include
neighborhoods, social clubs, the home front during the wars, and political changes.
The all day program celebrating Women's National History Month is scheduled for Wednesday,
March 29, 2000.
DIRECTOR'S REPORT Nancy Freed invited Board members to attend the presentation of the
Rose Award to Carolyn Griffith on Monday December 13 at the Adult Day Care House, 11.30
a.m. Emmett Schmarsow, of the Executive Office of Elder Affairs, will make the presentation.
Minuteman Home Care has notified the COA of a vacancy on their board for a representative
from Lexington. Peg Jemison expressed an interest in this.
Nancy distributed final copies of the Social Service Department's FY2001 budget request.
There were a few minor adjustments from the original one. The portion for the COA is
$337,374, which is within the 3% increase requested by the Town.
Nancy distributed copies of the Y2K contingency plan for the Social Services/COA
Departments. The plan covers provisions from the Visiting Nurses and Community Health
Providers, Cooperative Elder Services, and Minuteman Home Care in addition to emergency
telephone numbers and aid locations in Lexington.
On 11/29/99 the Muzzey Trustees Condo Association filed court action against the Town of
Lexington for violations of the Master Deed it has with them. The suit alleges that non-seniors
are using the Senior Center for community education and Human Services programs; the
Senior Center uses more than its one allocated parking space; the condition of the parking lot
and the common area has deteriorated due to use by the Senior Center; and the facility is used
on weekends and evenings. The Association has filed for a preliminary injunction; Kevin Batt is
representing the Town. He will respond that an injunction will prevent the Town from providing
necessary services and ask for no restrictions during daytime activities, except for special
events. A decision on the injunction is expected within a short time.
The Trustees' annual meeting will be held in the Senior Center dining room on Thursday, Jan.
20 at 7 p.m. Board members are encouraged to attend so that we can have representation on
their Trustees Board.
MUZZEY TRUSTEES REPORT Peg Jemison reported on the last meeting she attended, Nov
17, 1999. All condo owners are invited; few attend; but the Senior Center is always an item on
the agenda. Peg will be leaving the Condo Board in January, and Jane Trudeau will seek
election to take her place.
There was no other new or old business, and the meeting was adjourned at 5.45 p m.
