HomeMy WebLinkAbout2001-01-17-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Wednesday January 17 2001 meeting in the Room 111 Town Office Building. The meeting was called to order by Chairman Kelley at 7.37 a.m. with other PBC members Pierce, Poinelli and Touart present. Also attending were architect Stephen Hale, Library Director Carol Mahoney Assistant Library Director Cynthia Johnson and Bill Kealy Project Manager for the Schools. Materials distributed included the following, not all available to the Secretary. Copy of the temporary sign to be posted during library construction Notes from December 13, 2000 Project meeting. Plans of changes for the chiller pit and surrounding areas Plans for the relocation of the elevator shaft at all levels Review of 90 percent construction drawings by Fred Nashed, including a meeting with Hale, was most helpful, the architect reported. It was noted that the review included only architectural drawings and that if any more of Nashed's reviewing is needed - of specifications and possibly some engineering information, all materials would have to be submitted to him by January 22. Engineering plans are due to be completed by the end of January A review of chiller plans will be needed. It was asked if town forces could review the engineering plans. This was doubted due to shortage of time and personnel. Schedule was reviewed Hale predicted that construction documents would not be ready until the second or third week in February Poinelli pointed out that the building permit must be issued by the end of June to avoid full enforcement of Article 13 of the new code. Director Mahoney predicted that the all asbestos would be out of the library by March first. This would be contracted for by the town. The bidding process would take about 6 weeks. Negotiations would take place in April and in May a contractor would be under contract. Cost estimates are now in draft form only Hale is reviewing these and they should be finalized early next week. The next PBC meeting will review these on Thursday, January 25 morning. A project meeting will discuss engineering revisions today Design change: chiller can be partly covered with a removable cover. This would ameliorate the noise level. The chiller itself weighs about 13-1/2 tons, and it can be covered with about six inches of soil in which ground cover such as ivy can be planted. Already the HDC has acquiesced to a wider sidewalk. A curb would be possible between the chiller pit cover and the sidewalk. PBC VOTED approval of the changed plans for the chiller pit pending HDC approval. They further recommended complete elevation drawings of the lower and upper lobby areas. Design change: elevator shaft is to be set four feet inside the outside building wall to avoid impacting the roof line showing on the south side. Hale displayed revised plans for the three levels of the library Poinelli noted that the new energy code would affect the venting of elevators. Committee VOTED in favor of the elevator change. PBC Minutes of Wednesday morning January 17 2001 -page 2 PVC wood may not be the appropriate e material for use on side for the dormers, Chairman Kelley reported from his investigation of this material. Only light pastel colors are recommended for painting on PVC wood because of the heat absorbency of darker colors. Real wood was suggested. It is to be determined what would be the best material to use with a dark- colored surface finish. Other Questions that came up included the issue of acoustics. Director Mahoney expressed most concern over the noise level of the children s area. Questions were asked about the meeting room, lobbies (no problem, as much acoustic treatment is planned). Poinelli asked if he could review the specifications with Hale. Committee approved of more use of Nashed's services when he is available later this month, and that he should bill for the hours he works. Vapor in exterior walls "dew point", especially those surfaced with stucco could be a problem, as moisture can migrate through the stucco. Clerk of the works hiring looks favorable, as there are at least three good resumes in now and Hale may recommend someone. It was recommended that the applicants all go through the standard hiring processing with Gayle Shattuck of Town Manager's office and that each be interviewed for about an hours by Mahoney, Pierce and possibly Kealy and Sullivan. There is no rush to hire a Clerk of the Works before needed, Kealy pointed out. Meeting adjourned at 9.15 a.m. Respectfully submitted, Erna S. Greene, Secretary
