PERMANENT BUILDING COMMITTEE
Minutes of Tuesday February 13 2001 meeting in the Construction Trailer on the high school
grounds, as approved December 13, 2001.
The meeting began at 7:07 p.m. with Chairman Kelley and other PBC members Himmel, Johnson
and Kennedy present. Also attending were Project Manager/Owner's Representative Bill Kealy,
Clerk of the Works for the High School Paul Sullivan, Director of School Building Maintenance
John Moynihan, School Committee Chairman Robin DiGiammarino, Selectman Dawn McKenna,
Capital Expenditures Committee member George Burnell and HMFH's Philip Lewis and Gabe
Petino.
Distributed materials included the following•
1)Project Manager Kealy's written report summary
2) E-mail addresses request list
3)List of rejected requests -LHS cost summary
4) Outstanding costs list for LHS*
5) Outstanding costs list for middle schools*
6) Fee notes from negotiations with TLCR for new elementary schools*
7) Requisitions and change order under discussion and to be signed &collected
* confidential due to anticipated/hypothetical/negotiable nature of data
Change Order#10 related to duct work in the Science Building was discussed with Petino in
detail.Pay for the contractor's supervision of subcontractors actually doing the work was
questioned, in that the supervisory time and hourly rate were considerably higher than the
tradesmen's. Petino was requested to limit the supervisory charges in the future.
General picture of change orders and contingency expenditure looks good, according to Kealy At
this time less than $1 mllion of change orders has been approved. Even including moving and
storage, which has been added to contingency expenditure outside the PBC approval process, less
than full expenditure of the $4 million contingency is foreseen. The largest anticipated change
orders will be for floor and site work. Fewer change orders are anticipated in the middle schools
than at the high school.
High School roof problem with the roof edging will be worked on in the spring. Lead-coated copper
is the preferred material over aluminim due to its greater stability
Kealv's report was verbally detailed with dates, references to the school plans posted on the wall
and specifics on work to be done in the high school Field House and auditorium (work to begin
May 15).
Requisition for $354,769 from Peabody Construction for work at the high school APPROVED
Reauisition for $1,482,223.25 from Eastern Contractors for work at the middle schools was
APPROVED

Progress on negotiations for elementary schools construction was reported by Moynihan. He thinks
a fair agreement has been reached on fees, which are not based upon square footage but on
conconstruction cost. After inclusion of civil engineering as an integral part of basic services, the
contract price would probably be slightly rounded upward. VOTED to proceed with concluding full
service contract negotiations for two elementary schools not to exceed $1 7 million.
