PERMANENT BUILDING COMMITTEE
Minutes of Wednesday FP.hrnary 28. 2001 meeting in the Construction Trailer on the high
school grounds, as approved November 12, 2002.
The meeting was called to order at 7 10 p.m. by Chairman Kelley with other PBC members
Himmel, Poinelli and Touart present. Also attending were Project Manager/Owner's
Representative Bill Kealy and Director of School Building Maintenance John Moynihan.
Termination of School Superintendent at last night's School Committee meeting was reported by
Moynihan. Joanne Benton was appointed as interim Superintendent of Schools.
Proiect Manager's report (summarized in writing) was presented by Kealy As the high school
Phase I punch list is being completed(now 80 percent) and that section of the school occupied,
work has begun in the H. Building (formerly units D-E-F). An issue was reported: three of the
four high school elevators are not in compliance with current elevator code. The architects will
review and report tothe committee on what additional may be required. The existing elevator in
the science building is being fully renovated. Some non-complying items may be grandfathered.
At Diamond, the new roof and floors are complete, and exterior brick work is now in progress.
Three classrooms have received new windows. This window work is going at the rate of two
days per room. Since furniture is not being removed during the work, Moynihan has
recommended the contractors use drop cloths. Roof work can be done only when school is not in
session.
Contract with TLCR has been finished and ready for Town Manager's signature. Work is
already under way Poinelli suggested reviewing the work plan with them and with both the
School and Recreation committees. Suggested meeting places included the new high school
library and the Harrington School (Moynihan to arrange).
Contingency concern was expressed about the schools under construction. Both Himmel and
Poinelli emphasized that accounting as practiced by the comptroller's office is not the same as
conventional project management practices They called for better tools to make upcoming issues
more apparent.
