PERMANENT BUILDING COMMITTEE
Minutes of Thursday March 1 2001 meeting in the Room 105, Town Office Building.
The meeting was called to order by Chairman Kelley at 7'43 a.m. with other PBC members
Pierce, Poinelli and Touart present. Also attending were architect Stephen Hale, Library
Director Carol Mahoney Bill Kealy Project Manager
Materials distributed included only a set of architect's notes on specifications and front end
material to accompany construction drawings, a set of which were on display
Review of nro2ress on plans. With construction documents expected to be fully ready by March
5 to 6, Tom Arthur already has what plans and specifications are done. here arc still gaps in
these. The `Project Manual and Part B" are still being worked on by the specifications writer. It
was noted that attorney Susanna Burkett is still working on the front end, as she is rewriting the
`General Conditions' These materials must all be in the bid documents. In order to meet Town
Meeting schedule, documents are being reviewed as they are being completed. The bid
documents are to be on the street and ready to be picked up at Town Offices on March 21.
Present schedule calls for filed sub-bids to be due April 13 (a Friday, at 3.30 p.m.). and general
bids to be due Tuesday May 1 so that a price can be given to Town Meeting on Monday May 7
Il was recommended that the filed sub-bid due date should be set for Monday morning April 23,
following Town Purchasing Agent McLaughlin's vacation.
Kealy questioned whether the plans are ready for review since cross references are missing.
Engineering drawings are more complete. Comments are due from Tom Arthur on March 9 A
structural peer review must also take place before the project goes out to bid.
Cost and oossihle political scenario was discussed briefly Considerable discussion is anticipated
about rises in cost of the library 'Lock up date" (finalizing of plans and specs) was set for
March 18, with the next PBC meetings set for Thursdays. March 8 and March 15, at 5:30 p.m. in
the high school construction trailer Hale promised cross references on plans by Thursday March
8 and specifications completed and to the police station by Saturday March 3, along with four
copies for the PBC with one going to Tom Arthur as well. PBC comments should go to Kealy
and Hale. Meanwhile Chairman Kelley will talk with Town Manager to explore flexibility in the
town meeting schedule.
Poinelli questioned drainage slopes on the drawings, Asbestos abatement testing is about to
begin for the newest sections of the roof and stucco. Director Mahoney noted that salvaging at
the Library building is about to begin, preceded by rescue of some items by high school
personnel.
