HomeMy WebLinkAbout2001-03-13-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Tuesday March 13. 2001 meeting in the Construction Trailer on the high school grounds, as approved December 13, 2001 The meeting was called to order at 7 15 p.m. by Chairman Kelley with other PBC members Cannalonga, Himmel, Kennedy and Poinelli present. Also attending were Project Manager/Owner's Representative Bill Kealy Sandy Hart of the Comptroller's office and HMFH representatives Philip Lewis and Gabriel Petino. Materials distributed included the following Meeting agenda Project Manager's Notes of 13 March 2001 Copies of requisitions for payment, passed around for examination and collected. Comments and action on the reouisitions: Peabody's requisition is smaller because they are working only in Building H. Change Order No. 10, reported as approved at the last meeting is incorporated in Peabody's requisition. Approval was VOTED for Eastern's requisition for $1,352, 690.75 and Peabody's for$492,487.00. Some of Eastern s requested items were marked down in the pencil version and a few items were"improved" in the final version to be approved. Work Progress was reported by Kealy both verbally and in writing. Attempts are being made to adjust the high school phasing schedule because the auditorium could not be free until the end of this school year. The high school will be requested not to schedule auditorium events in spring 2002, so that the work that had been planned for spring-summer 2001 could begin a year later. Other phasing adjustments are under study The Field House the roof cap will be extended. Change order requests were not presented at this meeting. Kealy reported that middle school change orders now stand at 2.8 percent of project budget and at the high school change orders are anticipated to reach five percent of project budget. It was noted that the HVAC adjustment listed as a change order is really a contract adjustment. Kealy said he would like to have a new synthetic floor installed at Clarke, but that he would like to have it done after Eastern departs. Change order requests are being classified into three categories: inadvertent omissions, errors and latent conditions. There are currently $182,000 worth of outstanding issues at the high school. Potential change order requests or proposals are being currently tracked and commented as `Query", 'Not made yet' dead' or 'keep in view" Each is also identified by its relation to the contract or budget and status as to whether approved, paid and increasing or decreasing the cost. Dan Vallee has been working on this issue; Pip of HMFH was thanked for his budget analysis. Full service contract with TLCR has been negotiated and approved through schematic design only, with additional services such as traffic and geotechnical studies not negotiated. The contract goes through schematic to Design Development. Poinelli reported from his ongoing study of school building costs that towns are now receiving less than the purported reimbursement rates due to more than ten percent inflation in construction costs.
