HomeMy WebLinkAbout2001-06-13-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Wednesday June 13. 2001 meeting in the Construction Trailer on the high school grounds, as approved November 12, 2002. The meeting was called to order at T13 p.m. by Chairman Kelley with other PBC members Himmel, Johnson, Poinelli and Touart present. Also attending were Project Manager/Owner's Representative Bill Kealy; Director of School Facilities John Moynihan; Philip Lewis and Gabe Petino of HMFH; and School Committee member Anthony Close. Materials distributed included the following Meeting agenda Project Manager's notes of May 23, 2001 notes with details by Clerks of the works Requisitions from Peabody and Eastern were passed around and collected Change order Number 12 from Peabody was passed around and collected, as well. Requisition from Peabody for work at the high school for $277,866 VOTED APPROVED. Comment: This is a slow period. Work on H Building is being completed. Requisition from Eastern (No. 12) for internal work on the Clarke renovation and external work at Diamond in the amount of$1,070.747.83 VOTED APPROVED. This included the portion of Change Order No. 8 that was completed. Change Order No. 12 includes two access hatches to the crawl space at the high school and a request for two extra doors with litcs for$18,233. Science Building phasing is still being discussed with Peabody The PBC is exploring options to minimize disruption to the science fair and the science curriculum while not incurring extra cost to the project. In anticipation of a high price from Peabody for unrealistic acceleration, the science department will be asked to get along with dry labs in the temporary trailers through September 2002. Field House ceiling cost of$60,000 was submitted by Peabody; it was rejected. Arrangements were made for the work to be done for $15K. Column removal in a Diamond second floor hallway has been requested by Joanne Hennessey Lewis of HMFH proposed that the design work to remove it he done on a time and materials basis at a cost not to exceed $6,300. Foley &Buell, TMP and HMFH will be involved in planning for this. A formal proposal will be submitted. High school library shelving that was installed is insufficient, according to a letter from Assistant Principal Capezza. Temporary shelving is now there. Arrangements to build appropriate shelves could be made later outside of the Peabody contract if money remains in the budget. Adaptation of Diamond classrooms to reduce noise reverberation in five rooms has been ordered to be done by November 1, as ordered by the Bureau of Special Education Appeals. AAF has offered to donate one new model quiet unit ventilator. Himmel recommended using the classroom with it as PBC Minutes of June 13, 2001 - page 2 an experiment. In relation to the cost of the sound reduction scope and other requests, it was strongly requested that the committee receive an accurate accounting of the contingency account. HMFH personnel left at 9.10. Library phase of the meeting began about 9:25 p.m. Joining the meeting were Walter Pierce, Library Director Carol Mahoney estimator John Kenny of CCE of Boston and architect Stephen Hale. Documents distributed or passed around: Massachusetts Public School Construction Bids Comparison Cary Library Cost History Comparable Libraries Spring 2001 &Bid Results in the Last (6) Weeks, 2001 by CCE S. Hale Invoice datcd 4/19/01 and an earlier invoice, passed around for inspection 2-page log dated 6/13 for detail on above invoices. A pre-construction meeting took place yesterday with the construction contractor and others concerned, Kealy reported. The construction contract awaits only insurance before it can be signed. Noted that the HDC has approved temporary construction that is part of the project (signs, etc.). Mahoney announced that ground breaking would take place on June 28th at 5 p.m. Kenny of CCE told of a sudden escalation in construction costs in the last six months. Prices are not competitive because most contractors have ample backlog. General contractors' bids are way up, he stated. For the library project a rebid has been solicited and advertised for mechanical work because there was only one bidder The general contractors' bids were within $200,000 of each other. There were no add-alternates on the library project. Kenny said he will inspect the contractor's schedule of values and compare it with his estimate. Hale submitted a claim for additional fee to cover 1)14DC related issues and 2) the addition of construction duration not included in the contract. An amount of$61,820.00 was approved. The MEP consultant, Erdman Anthony requested a meeting with the PBC to discuss issues related to the addition work they undertook as directed by Hale. Erdman Anthony wants to discuss the required level of effort. With respect to the fee, they have an additional service request of$76,500.00 which they would like to discuss. Whatever is discussed at this meeting will have to be discussed with Hale, since Erdman Anthony is his consultant.
