PERMANENT BUILDING COMMITTEE
Minutes of Thursday December 13. 2001 meeting in the Construction Trailer on the high school
grounds, as approved November 12, 2002.
The meeting was called to order at 7:07 p.m. by Chairman Kelley with other PBC members
Himmel, Kennedy Poinelli and Touart present. Also attending was School Committee member
Anthony Close.
Capital proposal for a projected debt exclusion vote next srorina is still being debated because a
second site for swing space has not yet been secured. The School Committee/Department is issuing
an RFP for privately-owned space to fulfill this need with bidding to begin after the first of 2002.
With a second swing space either two or four schools could be proposed next spring for new or
renovation construction. If more schools are done at once the total time for producing new or
renovated schools would be shortened.
The committee launched into a discussion of new versus renovated schools, cost in relation to the
real world of costs (average $193 per square foot) or the limitations of the SBA cost ceiling of$173
per square foot. A proposal was tentatively put forth to build two new schools. The advantages of
new construction and the economics of building larger schools were discussed.
