PERMANENT BUILDING COMMITTEE
Minutes of Tuesday June 25. 2002 joint meeting with the School Committee in the Conference
Room, School Administration Building, as approved November 12, 2002.
The meeting was called to order at 7 10 p.m. by PBC Chairman Kelley with other members
Cannalonga, Poinelli, new member Richard Sperandio (also a member of the Design Advisory
Committee) and Touart present, and by School Committee Chairman Scott Burson with other School
Committee members Anthony Close, Robin DiGiammarino and Tom Griffith present. Also attending
were Director of School Building Operation John Moynihan, Superintendent of Schools Joanne
Benton and Capital Expenditures Committee member George Burnell, as well as Project
Manager/Owner's Representative Bill Kealy Also attending were Carl Oldenburg representing the
Design Advisory Committee, Susan Bottan of School Administration and Finance, Harrington
School constituent Judy Crocker and TLCR Architects Todd Lee, Santiago Rozas and Carol Marsh.
Among others present were a TV cameraman, Selectman Dawn McKenna and Cathy Gill of
Estabrook PTA.
The formal meeting began following presentation of a 'Good Luck' farewell cake to John Moynihan
by Superintendent Benton and tributes to him for his 13 years of running the School Department
facilities so capably Gratitude was extended from all the School Committee and Capital
Expenditure Committee members present and from PBC members Kelley and Touart.
Distributed by TLCR. a meeting agenda with construction and phasing schedules attached.
Principal Todd Lee introduced present members of his firm, indicating what role each will play in the
project. He also noted who the major consultants will be. Envisioned is a 16-month construction
schedule of the new Harrington school so that in September 2004 the old Harrington would be
available as swing space. The proposed design process calls for timely decisions from the School
Committee and staff and from the PBC, starting as soon as possible. Design development began
three weeks ago with much input from the Harrington School staff. A new ruling by the School
Building Assistance office will help the process. Now less than 100 percent complete designs can be
submitted. Even 60 percent complete would be accepted. There will be need for town input over the
summer so that Design Development can be signed off in the first two weeks of September The
architects have already received much staff input on the interior layout.
A review of the site plan addressed the interface of the new and old Harrington schools, each with its
own parking. Potentially the site could accommodate a total of 200 parking spaces for the uses of the
two buildings and play fields. At the suggestion of Harrington Principal David Crump, the school
bus drop off has been relocated to the rear (playing field) side of the new Harrington. School
personnel have already recommended ways to manage entrance security
In preparation for decision-making three meetings of the PBC are scheduled: July 2, with the Design
Advisory Committee, concentrating on building elevations and site, July 9 specializing on how
mechanical, electrical and plumbing will fit with the design and third, July 16, to again visit
elevation and design, including adjustments recommended on July 2. The School Committee was
invited to attend and participate in these discussions to facilitate decisions and community
participation. Meeting adjourned at 8:57 p.m.
