HomeMy WebLinkAbout2002-08-13-PBC-min.pdf TOWN OF LEXINGTON MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Tuesday August 13 2002 meeting in the Selectmen s Meeting Room, as approved November 12, 2002. The meeting was called to order at about 7.15 p.m. by PBC Chairman Kelley with other members Cannalonga, Himmel and Johnson present. Also attending were PBC staff, Project Manager/Owner's Representative Bill Kealy, his assistant Dan Vallee and Clerk Gary Kaczmarek. Carl Oldenburg represented the Design Advisory Committee as well as serving on the PBC for the library project. Also present were Paul McGonagle, the new Director of School Facilities, HMFH architects Gabe Petino and Philip Lewis and Terrence Sturm of Architect Stephen Hale s firm. For the second part of the meeting on parameters for new the Harrington School, the following were present: School Committee member Tony Close, School Department Director of Business and Finance Susan Bottan, Harrington Principal David Crumb and Harrington PTA president Mary Rae. Materials Distributed included the following; From PBC committee member for the schools Rich Sperandio: memo dated 8/12/02 to Chairman Kelley regarding concerns about geothermal heat pump feasibility for the Harrington School. From HMFH's Philip Lewis: copy of letter to Eastern Contractors rejecting their Requisition#25 From Douglas Goddard of HMFH. Minutes of 8/9/02 meeting regarding Lexington Fire Department concerns about issues at the Clarke and Diamond Schools From Bill Kealy Project Director's report, along with details from Clerks of the Works. Requisition No. 29 from Peabody Construction in the amount of$1,113,757.00 for work at the high school now at 96 percent of completion. In the G (Science) building the casework is partially installed. Otherwise, mostly site work remains. This requisition includes $67,500 of Change Order No. 21 for part of the schedule change for the G Building and contains no release of retainage. School is expected to open on time, with all but five rooms of the G building and the locker rooms available. These will be about two weeks late. Including site work, the project is 87.9 percent complete. Final paving should be done by the end of September There will be more granite curbing than originally planned. Some of that will be sloped and some straight, mostly along entry drives. Remaining curbing will be concrete. Some site work will be on the punch list. The PTA wishes to enhance landscaping with about$3,000 worth of landscaping, it was reported. As moved by Cannalonga and seconded by Johnson, the committee VOTED to approve Requisition No. 29 Change Order No. 22 for$25,675 worth at the high school calls for adding a sprinkler and enclosing an area with a door per order of the Fire Chief, changing some door hardware, enclosing an existing door, more sheet rock finishing and a room plan switch in the J building, as well as rearranging some water lines. Floors are now done. Only a few odds and ends remain for change orders. As moved by Cannalonga and seconded by Johnson, the committee VOTED to approve Change Order No. 22. PBC minutes of August 13, 2002 - page 2 Eastern's Reauisition No. 25 for work at the middle schools is being sent back to the contractor as unsatisfactory The balance to finish less the punch list is $87,212.68. That is what HMFH architect Lewis calls "current payment due." He has heard that subcontractors are demanding payment. The exact obligation of the Town is not known. Punch list stands at a little less than $20,000 for electrical work at both schools. VOTED to pay $87,212.68 to Eastern for Requisition No. 25 Lewis said he was revising his letter to Steve Kirby of Eastern accordingly Change Order No. 28 for odds and ends at Clarke, reported by Lewis in good order. Financial report to be mailed to the committee was summarized by Vallee to be minus $1,000, including pending, actual and identifiable change orders. Code issues with Middlemiss of Lexington Fire Department are a matter of contention. HMFH and other architects in the room opined that the egress code does not require extra doors to be installed in the school lobby Building Inspector Frederickson will mediate this controversy on interpretation of code. In addition, five rooms at Diamond are to be remeasured to address the issue of where and how they may not meet standards. Cary Library Reauisition No. 13 for July work by Alexandra Construction was originally requesting $452,143.95, but Sturm asked the contractor to revise this requisition down to $208,152.19 Of 17 modifications Sturm had requested, including some under General Conditions, the contractor made only one modification. He noted that according to the contractor's CPM construction completion would not be until August, 2003, appearing that 800 days to completion instead of 600 is projected by the contractor. Committee members pointed out that the contractor must apply for a time extension if their pay is to be cut under General Conditions. It was recommended that the contractor be paid on basis of performance (34 percent), and not be paid for a level of supervision any more than that. Committee VOTED to pay Alexandra what he has requested under General Conditions but to cut all performance-based items such as supervision and project management from Requisition No.13, since it was deemed that there has been no back-up for the extra 200 days. Change Order No. 4 on the table for $4,815.20 involves the contractor s having to replace manhole covers not up to town standards and radiant heating in the poured concrete floor of the reading room. Change Order No. 5 for$41,230.06 includes removal of ledge found in the cooling equipment pit (for $10,525), a no charge item, a drainage modification at the northeast corner and manhole trenching. Bill Kealy reported that he approved an elevator door upgrade to bronze to match existing items elsewhere in the building. Planning for Harrington School will include a meeting with the Harrington Extended Day group tomorrow to work out how their programs and needs could be accommodated in building plans, School Committee member Close reported. PBC minutes of August 13, 2002 -page 3 Bill Kealy raised questions about information on geothermal-source heating and cooling; PBC member Sperandio also sent a memo to the committee with similar questions. Close noted further that the issue of acoustic standards had not yet been set. Is a standard of 35 Decibels ambient (dba) sound level attainable, and can air-handling equipment attain this?It was noted that the minute a school is populated with students these levels would rise. Levels of 35 in classrooms and 40 dba in cafeterias for ambient and reverberation standards appear in current literature about acoustics for educational facilities.
