The meeting was called to order at 7.15 p.m. by Chairman Kelley with other PBC members Creager (for schools), Oldenburg (for Library), Poinelli and Touart present. Also attending were Project Manager/Owner's Representative Bill Kealy Also attending was George Burnell of the Capital Expenditures Committee Materials distributed, none. Issues regarding the finishing of the high school were of particular concern of Burnell. Additional sound abatement is needed, he pointed out. Asked if the Town could get reimbursed for this work. Poinelli noted that scope could be added to a project if found necessary for up to a year after completion. However where the money comes from may be problematic. School committee addition to project scope would be required. Kealy informed that Peabody's contract for construction work at the high school has not yet been closed. Design money for additional sound work was voted in the 2002 Town Meeting,but construction money was not included. The town is under court orders to provide special sound treatment to accommodate two students at Diamond, but high school adaptations were not included. The School Committee issued a request for designer qualifications in September In the future when and if adaptation requirements are relaxed other remedies may be possible for hearing-impaired students. Heating issues were also a concern reported by Burnell. It was noted that a tour of a Lexington office building will take place next week in connection with planning for the new Harrington School heating system. Sixty percent plans for the new Harrington School are the ones now being reviewed by the School Committee for official approval. These plans include engineering but no specifications. Cost estimates are based on these plans. Upon request by PBC members, Chairman will order two more sets of half size plans for review Kitchen and security upgrades were added since Design Development for the new elementary schools. Contingency for new construction can be at seven percent, but more for renovation. It was noted that the high school kitchen was originally planned to serve the entire system population but that requirement was removed in the cost-cutting year.
