HomeMy WebLinkAbout2002-12-17-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Tuesday December 17 2002 meeting in the Construction Trailer on the high school grounds. The meeting was called to order at 7 18 p.m. by Chairman Kelley with other PBC members Johnson, Poinelli, Sperandio and Touart present. Also attending were Project Manager/Owner's Representative Bill Kealy as well as TLCR architects Todd Lee, Carol Marsh, SAR engineers Sheik Rahman and Golam Mustafa and NStar representative Jim Armstrong. Materials distributed: From Armstrong: Nstar's "Energy Efficience Programs and Services"brochure TLCR's Memo of 12-17-02 on cost estimates TLCR s Budget Summary J-1 and attached DD CD - Budget Comparison, version#3 Add Alternates Deductions -J-a, all above TLCR materials dated 12-17-02 Energy Saving Analysis from a comprehensive approach was proposed by Armstrong. This analysis could be done by the architect's engineers, and it would be reviewed and approved by NStar engineers for reimbursement, which could be paid to the Town or architects or however requested by the project management. Kealy and PBC members expressed preference that money should go toward the project, remaining under project control. Moved by Poinelli and VOTED to request Sheik Rahman of SAR to prepare an energy conservation proposal and to explore how to move the money back to the project. It was noted that there is another program through the state on use of renewable energy source such as photovoltaic and fuel cells. A$20,000 grant might be available for this. Harrington Budget discussion did not meet the committee or the architect's satisfaction. Although building cost was lower, site work had risen even more. In addition, it was deemed that F F and E budget was insufficient (possibly based upon greater than desirable reuse of furniture) as was the technology budget. Further discussion brought out likelihood that no more than 20 percent of existing furniture could be reused, mostly from the renewed libraries. In addition, the technology budget could possibly be enhanced by drawing upon the schools' capital technology program. A meeting for further examination of the budget was scheduled in two weeks, at the January 7 2003 requisition meeting of the PBC. It was recommended that consultants be hired for technology and FF&E and that possibly a `second opinion' budget estimate be obtained. Cary Library project contractors have billed for heating the building over the winter. Kealy deducted $10,000 from the original amount, leaving $82,000 that might be split between the project and source undetermined.
