PERMANENT BUILDING COMMITTEE
Minutes of Wednesday January 3. 2001 meeting in the Room 111 Town Office Building.
The meeting was called to order by Chairman Kelley at 7.37 a.m. with other PBC members
Pierce, Poinelli and Touart present. Also attending were architect Stephen Hale, Assistant
Library Director Cynthia Johnson and Bill Kealy Project Manager for the Schools.
Materials distributed included the following:
Copy of the temporary sign to be posted during library construction
Copy of the Historic Districts Commission's (HDC) Certificate of Appropriateness dated
May 3, 2000 and filed with the Town Clerk in that month, with notes of changes
in materials
Temnorary sign text was reviewed. PBC members requested that individual names of members
be omitted. Words at the bottom of the sign on state funding are required by the state library
board. The contractor name will also be added. Copies of the sign will be shown to the
Selectmen and the town manager.
Revisions to the Certificate of Annropriateness and other changes since may were reviewed,
working from notes from Hale and HDC chairman Gschwendtner. Paint brand names are to be
omitted. Other changes include the relocation of the electrical switching vault and landscaping
in that area and the custodial entrance behind the handicapped ramp on Clarke street. After
meeting with Jewel Douglass, seating and lighting on the east side of the library have been
removed. The committee decided against installing underground wiring for possible future
installation of the removed lighting in the future. Assistant Library Director Johnson commented
on the darkness of the library staff parking area. Committee members advised reserving the right
to revisit this issue. Another change made recently deletion of windows at the back of the
meeting room podium. The building will be surfaced with 17 x 30 inch granite blocks with a
"rusticated" cut and with medium grey mortar in the joints. It was noted that the HDC has no
jurisdiction over landscaping, but they have received the plans and drawings as a courtesy and
assist to their visualization of the building appearance.
New insulation code will not go into effect until July 1, and ground should be broken before
then. Concern was expressed about optimal placement of insulation so that integrity of wall
support structure will not be compromised. Hale explained"PVC lumber" that is used as wood
and painted just like it. The end dormer will be painted dark green to resemble the dark roof to
make it less obvious. Stucco on the side of the building will be finished with acrylic paint. Hale
noted other libraries, among them Newbury that have similar treatments.
Further changes and exnlanations included a note of `Ice melt" areas around the building such as
handicap ramps and entranceway Upon advice of Sara Chase the restored front porch ceiling
will be finished with an orange color. The front door will be white oak with panels and hand
carving. Lighting fixtures will be painted aluminum. Poinelli advised that the slights have

dimmer limits that can be set to economize energy use. Type of light was questioned, noting the
general effect would be warm white. Roofing materials have already been displayed for the
HDC. There will be gutters only at entries and snow guards elsewhere. Samples of the latter
will be shown. They will be double rails of aluminum painted dark. Gutters and downspouts
will be basically the same in both sections of the building
Hazardous materials concerns were expressed about the layer beneath the existing roofing.
Kealy requested the a sampling of the roof be done for scoping hazardous materials,both lead
and asbestos, removal so that can be included in budget estimates. He noted that the timing of
the various contractors is important and that Hale's coordination is needed. The areas noted
EPDM are new rubber roofing about 10 years old. The Town's agent on hazardous materials
removal is Town Engineer Peter Chalpin.
Meeting adjourned at 9:20 a.m. until tomorrow evening at 8:30 at the HDC hearing and the next
PBC meeting on January 17 at 7.30 a.m.
