HomeMy WebLinkAbout2000-02-24-PBC-min.pdf TOWN OF LEXINGTON MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Thursday February 24 2000 meeting in the Conference Room, School Administration Building, as approved May 24 2000. The meeting was called to order at 7 40 p.m. by Chairman Kelley with other PBC members Cannalonga, Johnson, Poinelli and Touart present. Also attending were School Committee Chairman Robin DiGiammarino, School Committee member Barrie Peltz, High School Principal Philip Lanoue, Director of School Building Operation John Moynihan and Project Director/Owner's Representative Michael Melnick. Representing HMFH were John Miller and Arthur Duffy Mike Spence of TMP Engineers and Hariko Hoffman of Daedalus Estimators. Materials Distributed at various times during the meeting included the following: Melnick's Agenda and Pending Issues sheet dated 2/24/00 Tabulations of General Bids for LHS, dated 2/24/00 Filed Sub Bids and Alternates list dated 2/11/00 (LHS) LHS filed sub bid list dated 2/14/00 School Capital Plan Budget sheet revised 12/5/99 Proposal for Indoor Air Quality Evaluation from ATC Associates, Inc, dated 2/23/00 Minutes APPROVED included the following: Meeting of October 27 1999, as amended. Meeting of November 8, 1999 as amended Meeting of November 30, 1999, as amended. Discussion of bids for the high school centered upon how to get the low general contractor bidder to hold to his lowest bid of$24.5 million until the issue of the high HVAC bid problem can be resolved. It was noted that the two HVAC bids received were so close to each other that they were virtually one bidder. In addition, it was noted that only one sheet metal work bid had been received. The list of alternates was checked, and several were found to include HVAC work. Agreed that there is not enough information at this time to choose which alternates. After some debate it was decided to ask HMFH and TMP to contact the low bidder Peabody to request him to hold his low bid an extra 15 to 30 days until a better HVAC bid can be obtained and alternates can be selected. Also HMFH and TMP should collect names of three qualified HVAC potential bidders. It was suggested that money could be saved by retubing and refitting the high school science building boilers rather than replacing them(could be an alternate). Nobody should be aggrieved by this process, it was noted,but time is a limitation. It was moved and VOTED to authorize expenditure of up to $12,000 for HMFH and TMP to redesign the sheet metal work to reduce the scope of the HVAC work and for other costs such as printing and that the science building work be included in the base bid but that the retubing of the boiler be developed as an alternate (by next Monday!)With the intent of rebidding HVAC work. Meanwhile Town Counsel should be contacted to request a ruling from the Attorney General so that the contractor can be approached for an extension of four weeks' time to hold his bid. A Letter of Intent will be needed to identify a valid HVAC bid. PBC Minutes of Thursday,February 24, 2000-page 2 Middle School bid dates were revised to March 21 for filed sub bids and March 28 for general contractors' bids. Invoices annroved include request for$4,000 from Carol Johnson for redesign of the loading dock addition as an alternate. APPROVED Resumes racket from applicants for the Clerks of the Works positions was distributed to several PBC members by Melnick. An industrial hygienist must be hired to visit each school during construction, as the LEA has requested. A proposal has been received from ATC at an estimated cost of$45,000. Committee members said they would not approved of the proposal unless the service included base line readings in each school prior to construction. A Project Manager's request for cover minor unanticipated expenses received some discussion, with Johnson requesting a tracking of all soft costs. VOTED to authorize Melnick to expend up to $5,000 for miscellaneous purposes in relation to the project. Meeting adjourned at 11:07 p.m. Respectfully submitted, Erna S. Greene, Secretary
