PERMANENT BUILDING COMMITTEE
Minutes of Wednesday March 8. 2000 meeting in the Conference Room, School Administration
Building, as approved May 24, 2000.
The meeting was called to order at 7.15 p.m. by Chairman Kelley with other PBC members
Himmel, Johnson, Poinelli and Touart present. Also attending were School Committee
Chairman Robin DiGiammarino, Selectman Dawn McKenna, High School Principal Philip
Lanoue, Director of School Building Operation John Moynihan and Project Director/Owner's
Representative Michael Melnick. Others, who appeared at 8:00 p.m. included Philip Lewis of
HMFH, and representatives of Peabody Construction Co., Inc. Vice President/Chief Estimator
Joe M. Yee and Vice President Vance Freymann.
Materials distributed included a packet from Peabody Construction telling about their firm
(absentees' envelopes will be at the Police Dept. for pickup), Melnick's Agenda and Pending
Issues list and HMFH's Project Budget Model. After LHS Bids.
HMFH reported that there will be a$26,265 addition to the high school cost because a
waterproofing contractor withdrew his bid due to an error In addition, a plumbing protest has
been filed for$86,000. A hearing on this will be held at 10 a.m. in the Attorney General's office.
A decision on this matter should be forthcoming in two weeks. The HVAC rebids are due on
3/28/00 at 1:00, with the middle schools bids due at 2:00 p.m. on the same day Six bids on the
latter are expected.
Other discussions before 8 p.m. included a farewell visit from Barrie Peltz, who will be replaced
on the School Committee next week and a brief discussion with the high school principal on
various aspects of relocations soon to occur in advance of construction. Melnick also described
some of the difficulties he is encountering in supplying telephone and electricity to trailers and
temporary classrooms.
Introductions and discussions with Pin Lewis and Peabody Construction Representatives covered
the unknowns such as HVAC and middle school bids as well as discussion of the contractor's
request for a 30-day delay in the completion schedule for the support wing. The Committee
agreed that this would have little effect on the total schedule except for a lack of one serving area
for the commons (which would be totally available for students' seating). The contractor's
representatives expressed eagerness to get going, starting with mobilizing even before April 1
although actual construction inside the building would not begin until mid-April during spring
vacation. Selectman McKenna called attention to the need for Patriots Day parade staging on
high school grounds. PBC members called attention to the fact that permits had to be obtained
ten days in advance of work.
VOTED unanimously to accept Peabody Construction Co., Inc. as the low bidder with the option
to decide on alternates numbered one to eight at a later date.

Freymann related that his firm was started by President Ed Fish s great grandfather in 1891, and
that today the company does about $150 million in construction a year on a wide range of
projects including schools, institutions and housing. They have an agreement with the
carpenters' union. On the Lexington high school project will be Fred Schultz as general
supervisor and Jack Grant as project manager Committee requested their resumes. A pre-
construction meeting is to be scheduled soon.
A ground breaking ceremony must be held,Moynihan pointed out, and it was agreed all around,
as the meeting concluded with handshakes.
VOTED to accept withdrawal of bid by JWH Construction and to accept the second lowest
bidder DeBrino Caulking. Asked if he was bonded. Copy of the bond, if posted, was requested.
Clerks of the Works candidates are to be interviewed as arranged by Gail Shattuck of the Town
Manager's office, Melnick reported. Altogether six applicants are to be interviewed, each by a
large committee that will include two from the school to be considered for the candidate, as well
as members of the PBC. Interviews will be held Friday, March 17 from 8.30 a.m. to 2:30 p.m. It
was strongly recommended that two references be checked for each candidate.
Print shoo location decision is expected next week. Minuteman Tech is under consideration.
Support help for Melnick has been found. He now has a capable secretary from the high school
for three days a week and budget support from John Ryan's office.
Furniture and eauinment allowance investigation results were reported by Pip Lewis on the sheet
attached to their Project Budget Model on the high school. This information was gathered in
light of anticipated costs about five percent above budget. Noted that technology program
expenses, on a separate appropriation from the project bonding, are also reimbursable.
Meeting adjourned at 9:53 p.m., after meetings on the school project were scheduled for March
22 and 29 at 7:00 p.m.
