HomeMy WebLinkAbout2000-04-12-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE 2- Minutes of Wednesday April VP 2000 meeting in the Oval Room, Cary Memorial Library The meeting was opened by Chairman Kelley at 7.43 p.m. with other PBC members Johnson, Kennedy, Poinelli and Touart present. Also attending were Library Director Carol Mahoney and architect Stephen Hale. Distributed: Reduced-size drawing showing suggested locations for the cooler unit. A larger copy of this was among many drawings and sketches on display Location of cooling unit, to be a 120 ton unit, was subject of inquiry by Hale , who stated that he had consulted many opinions on this subject from various engineers, including acoustic, as well as from landscape architects. After viewing a sketch a unit on the roof would look, committee members quickly vetoes that idea. Locating the unit above ground would also create visual impact and might trigger setback requirements for a structure. Some locations would cause loss of one or more parking spaces and would require another Board of Appeals hearing. After considerable discussion it was VOTED 4 to 1, with Chairman Kelley casting the dissenting vote, to locate the chiller unit below grade at location No. 3 just outside the southwest corner of the building. This location was would present the least impact on abutters and minimal impact on library use. The auditorium windows immediately behind the unit may have to be raised to minimize visual impact and could be sealed against sound from the unit. It was noted that the EPA acoustic requirement of no more than 10 decibels more than the ambient noise level is virtually impossible to attain, under any circumstance. PBC members recommended showing the HDC the drawing of alternative cooler locations to demonstrate the alternatives considered in the decision on this. \ HDC visual materials reouirements for their May 3 formal hearing were review d briefly Committee members pointed out that HDC must be reminded that in public bui projects it is not always possible to control exactly which building materials will be supplied. Samples of cladding materials, stone types and stucco, were displayed and the committee expressed preference for "rock pitch cut' of granite from Deer Isle, Maine. It was noted that stucco can be power washed. Roofing materials were not brought, but it was noted by those who had viewed them that the new slate was preferable by far to the used slate. Meeting adjourned at 9.40 p.m. with agreement that two or three committee members would confer informally with the architects and staff to prepare for the May 4 formal HDC hearing.
