HomeMy WebLinkAbout2000-04-26-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Wednesday Anril 26. 2000 meeting in the Conference Room, School Administration Building, as approved August 30, 2000. The meeting was called to order at 7 18 p.m. by Chairman Kelley with other PBC members Himmel, Johnson, Kennedy and Touart present. Also attending were Sandy Hart of Comptroller's office, Director of School Building Operation John Moynihan, Interim Project Director/Owner's Representative Dan Vallee, and Construction Administrator Olga Kahn and Architect Philip Lewis, both of HMFH. Materials distributed included the following: 4/14/2000 list of drawings requested by Peabody Construction and their HMFH prices School renovation project summary from Sandy Hart(with real numbers this time) A work stonnaee by Peabody was reported on lengthily by architects Lewis due to a discovery of asbestos-containing floor files beneath walls being demolished. The contractors termed the conditions hazardous and discontinued work in that area. Lewis also reported problems with the supervisory team Peabody has on the job, and the committee advised him to talk with Ed Fish, owner of Peabody PBC members also recommended that all documentation of possible floor tiling beneath walls be checked, especially since Moynihan noted that more parts of the 1964 addition construction has walls above asbestos. So far C wing abatement has been done with no asbestos found beneath walls. Peabody's first reauisition copies were signed by Chairman. Peabody's large-scale request for high school drawings on disk list was distributed with amount HMFH would like to charge them, since there is work involved in releasing these disks that the contractor would like to use in the preparation of 'as built" drawings as parts of the project are nearing completion. After some discussion the committee VOTED to absorb the cost of the drawings disks at a price of$3,000. The middle schools construction contract has been won by Eastern Contractors, and a letter of understanding on this has been sent to them this week A good meeting last Friday was reported at Eastern s owner Ramesh Motwane s office with Town Manager and Chairman Kelley Their best project supervisor Frank Marino and their estimator were also present. Kelley observed that the town also won some points, particularly in showing great care and concern about the supervisors assigned to the project. Like every other construction firm, Eastern has trouble getting help. Kelley and Moynihan toured a school Eastern has in construction -Triton Regional High School in Byfield. The availability of Marino is in doubt because he is on a large contract in Springfield now A subcommittee of Johnson, Kelley and Kennedy was appointed to deal with Eastern personnel choices. Johnson expressed concern about Eastern's planning ahead for long-lead ordering of supplies such as windows. PBC Minutes of April 26, 2000- page 2 Progress in recruiting and hiring was reviewed quickly, and copies of a project manager applicant's resume were distributed to some committee members. Deadline for Clerk-of-the- Works applicants for the remaining opening is at the end of this week, as is the deadline for proposals from construction management firms. The Chairman will be winnowing down the resumes next week. Moynihan will talk with Gayle Shattuck of Town Manager's office about setting up interviews. Foundations for high school portable classrooms were approved today Vallee reported. "Hockey Pucks" on top of pavement will be used. Cost has not yet been determined because it is not known if a crane will be needed. Schedule and plan of work have not been fully worked out. The classrooms are needed on May 17,but Vallee said they have been promised to be ready on May 29 Committee members noted that the high school seniors would no longer be in school after mid-May Moynihan told of need for extra space due to MCAS tests. How to bring in electric Hower on the Holes already erected and to wire the fire alarms came under scrutiny Moynihan offered to talk with Peter Torode of the Fire Department. An error in tallying testing company bids was reported by Vallee, and the low bidder was therefore missed. Air aualitv testing and monitoring has been all OK, Valley stated. Spread sheet summaries from Sandy Hart were distributed, as well as one copy of a detailed break-out. Committee members commented that dates and reclassification of some items are needed. Executive Session was VOTED unanimously at 9:27 p.m. and the meeting stayed in closed session until adjournment at 9.43 p.m. Respectfully submitted, Erna S. Greene Secretary
