HomeMy WebLinkAbout2000-05-24-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Wednesday May Id 2000 meeting in the Media Center Class Room, Lexington High School Science Building, as approved January 3 2001 The meeting was called to order at 7 10 p.m. by Chairman Kelley with other PBC members Cannalonga, Himmel, Poinelli and Touart present. Also attending were Director of School Building Operation John Moynihan and Lexington Minuteman reporter Lawrence Pruyne. Others present included Capital Expenditures Committee members Charles Hornig and Tom Griffiths, Recreation Committee members Richard Neumeier and Sandra Shaw, Planning Board member John Davies, School Committee members Robin DiGiammarino and Scott Burson, Conservation Commission Chairman Joyce Miller and Board of Selectmen Chairman Jeanne Krieger. Visitors from other boards arrived at 8 p.m. Minutes annroved included the following: Monday January 10, 2000 on library and schools approved as amended. Wednesday January 26, as amended Wednesday February 9, as amended Wednesday, February 16, as submitted (except for executive session) Thursday,February 24, as amended Wednesday March 8, as amended Wednesday March 22, as amended. Land use impacts of buildine two new schools was the purpose of this discussion, which began with Robin DiGiammarino's summary of the decision process of the Elementary Schools Task Force. The two reserve or spare sites were also considered, but both the Young Street and the Pelham Road site present access difficulties and the Pelham Road site s access lies across wetlands. The school sites already in use are far better choices for school locations, the School Committee Chairman pointed out. The Harrington School site has room for soccer field expansion and partial field "resting" The PBC had discontinued preparation of renovation plans for the Fiske because they deemed replacement a better town investment. Recommendation for replacement of the Harrington School had originated with the Elementary School Task Force. By providing swing space in the existing Fiske and Harrington Schools the process of renovating all elementary schools could be shortened by several years and promises savings to the Town. It was suggested that while the Young Street and Pelham Road sites were not entirely suitable for schools, they might have recreation possibilities. Poinelli noted that other towns are now using more marginal school sites. The new schools would be built to accommodate 500 pupils, more than the present schools. The Harrington site is more spacious than any other elementary school site, allowing the existing building to remain for possible non-school reuse. PBC Minutes of May 24, 2000 -page 2 Play field program to be funded by the $1.7 million 1999 Town Meeting appropriation is moving along, it was reported. Other progress reports on school proiect: The contract with Eastern Contractors is ready to be signed, and a pre-construction meeting is scheduled for tomorrow They have agreed that Eastern's Frank Marino would be at weekly construction meetings for the middle schools. William Kealy has been hired as Project Manager to begin June 1 Susan Lum of the LHS Media Center has selected furniture and equipment. RFP for elementary school design preparation by John Moynihan was VOTED by the committee. Envisioned is a contract for the entire project in three phases, with only phases 1 and 2 presently funded (site analysis and schematic design). {phase 3 would be an option to exercise at a later date.
