PERMANENT BUILDING COMMITTEE
Notes of Thursday July 13, 2000 committee meeting in the Oval Room, Cary Memorial Library
A quorum was not present.
The meeting was called to order by Chairman Kelley at 5:55 p.m. with other PBC members
Pierce, and Poinelli present. Also attending was architect Stephen Hale. Before the meeting
members toured the exhibition hall where the complete set of colored renderings of the proposed
completed library are now on view An interpretive handout is available; some features, such as
lighting and benches on the eastern side, are not true representations of present plans.
Materials distributed included two memos from Walter Pierce.
1) dated 7/6/00 supplementing secretary's minutes of meeting of June 28, 2000
(incorrectly labeled "29 June 2000")
2) dated 7/13/00 concerning aspects of the library interior design needs.
Eneineerine firm selection decision must soon be made by Stephen Hale. The engineers who
worked on the library project previously, Sergidtof Norian Siani of Waltham, are now
considering the library as a new project due to the two-year hiatus. They have quoted a price out
of the budget range. Hale stated that he has found another engineering firm, Erdman Anthony
and Associates who can do the job on schedule and within budget. A compendium of their past
projects in the Boston area and other facts about the firm was passed around. Committee
members commented that they had a role in substantial projects in the area. Hale noted that they
have full capacity in house and therefore would have capability to encompass the full range of
library needs. Committee members pointed out that Hale would need to have a release from the
previous engineer, including permission to use knowledge from the work of Norian (though any
worthwhile engineer would have to verify the data obtained in previous work). Committee
members agreed that Hale could hire Erdman Anthony if all the conditions were met and
references carefully checked. Poinelli recommended that resumes of Erdman Anthony's five
significant engineers be requested. Hale said he had already requested a release from Sergio and
would write a letter informing the town of the change.
Architectural staffing and relationship with Bennett came under scrutiny Hale explained that
Bennett has a consulting arrangement with him, and that she serves more as a planner, while
Hale and his firm do designing. Presently three staff member beside Hale are on the job - Karen
Sturm, Registered Architect Joel Ziegler and Oscar Morales who is in charge of detail work.
Hale added that he would like to increase his staff by a project manager.
Review of plans pointed out that the ground floor is a somewhat separate unit from the upper two
levels, with limited access to one staircase. Definition of spaces is needed..Is an apparent dead-
end lobby on that level a corridor or an aisle? Three-dimensional interior views and more
detailing would help. Also of concern are the sound affects of the many interior glass partitions
and closeness of the chiller unit to the south wall of the meeting room.
