HomeMy WebLinkAbout2000-07-26-PBC-min.pdf TOWN OF LEXINGTON MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Wednesday July 26 2000 meeting in the Conference Room, School Administration Building, as approved January 3, 2001 The meeting was called to order at 7 15 p.m. by Chairman Kelley with other PBC members Cannalonga, Himmel, Johnson, Kennedy and Poinelli present. Also attending were Sandy Hart of Comptroller's office, Director of School Building Operation John Moynihan, Project Director/Owner's Representative Bill Kealy, Assistant Project Manager Dan Vallee, School Committee Chairman Robin DeGiammarino and Architect Philip Lewis of HMFH. Materials distributed included the following: School Renovation Project Summary and several copies of detail reports from Sandy Hart Draft invitation for designer services for two new elementary schools by John Moynihan Progress Report from Kealv noted that the high school parking lot is now 45 percent complete, but he would advise omitting the final coat of asphalt until construction is completed. This would allow settlement of the subgrade and would prolong the life of the surface by not subjecting it to the wear and tear of construction activity The drains would work even if above grade due to pronounced slope toward them. High school roof is now 20 percent complete, and could be delayed by current rains. The project administration trailer has arrived and will soon be operational, with the new secretary to arrive August 7 Problems being solved include ways to delay arrival of workmen at the high school to a time after 6 a.m., acceptance of Eastern's recommendation of installing new movable partitions at Clarke. New operable partitions will cost only $5,000 more than the previously-planned repairs. The gas company is ready to install gas service at Diamond and needs a street opening permit. Who is responsible for street repairs at the conclusion of the job is still under discussion. A concern was raised over the light weight fill material over the concrete and unevenness under vinyl asbestos floor tiles at Diamond. This condition has been discovered in every room on both floors, except for the gym and library This issue had not shown on the construction drawings, as the presence of light weight fill material had shown on the original construction drawings. Taking up the underlayment, which has tested negative for asbestos, would be labor intensive. Mastic has already been removed. "Levelastic" would need to be flat but not too thick to interfere with stairs and doors. "Gyperete" is an expensive material, but the more expensive and weight-bearing grade would be needed. `Flash-patching" was deemed the best solution but not known if its use could fit into the schedule. Poinelli suggested obtaining multiple approaches. HMFH has no solution of its own, but has been trying to reach the person doing similar work at the high school, who seems knowledgeable about this sort of problem. PBC members and management staff have called for a total schedule CPM (Critical Path Method) from Eastern, which is supposed to be produced at a construction meeting to be held at Clarke tomorrow morning. PBC Minutes of July 26, 2000 page 2 Finance and budget renorts that are easily understood were recommended by committee members so that budgetary tracking and controls can be most transparent. Poinelli promised to get Sandy Hart his firm's forms for budget tracking and Himmel sketched a proposed format for her also. According to Ms. Hart the contingency amount should now read, "$2,135,000. Colors at Diamond have all been approved by school staff and Mary Lou Touart before she went off on vacation,but Clarke is still under discussion. Only the basic classroom wall color had to be decided already, but the other treatments for halls could be delayed until after Touart's return. Poinelli offered to assist in the process. Designer selection for new elementary schools was discussed briefly, and recommendations made for revisions to the draft request for proposals. Cost to be negotiated with the designer selected will include only site plan analysis and schematics, as those are the only phases of school planning money voted at the 2000 Annual Town Meeting. An option to continue with Design Development could be included in negotiations and contract. A draft contract could be part of the negotiations with the selected designer. A subcommittee will be appointed to go through all the proposals and select those to be interviewed.
