HomeMy WebLinkAbout2000-08-23-PBC-min.pdf TOWN OF LEXINGTON,MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Wednesday August 23 2000 meeting in the Oval Room, Cary Memorial Library The meeting was called to order by Chairman Kelley at 7 10 p.m. with other PBC members Kennedy,Pierce, and Touart present. Also attending were architect Stephen Hale and Library Director Carol Mahoney Distributed: Architect's construction documents schedule, as well as the Design Development final drawings and accompanying 2 V2 inch thick volume of specifications. one set for the library and two for the PBC. (Produced with considerable input from Jay Lucker, according to Hale.) Project budget discussion was the main topic. Architect Hale expressed pleasure that the current estimates did not present any unforeseen surprises. Increases from the last previous cost estimates of 1998 could be explained about half by inflation of construction in two years and also by upward revision of square footage of interior space by addition of another level within the building footprint and changes in materials,especially in masonry from cast stone to granite The estimate of construction time is 78 weeks, or about 18 months. The estimated cost of construction is $7,206,654 To this must be added profit of 10 percent, bond of one percent, construction contingency of 10 percent, in total about 25 percent addition of soft costs. The grand total has risen to $10,703,714 Questions arose about the need for design contingency, but the committee concluded that it should remain at this stage, until after construction documents have been delivered. Included in the estimated costs is a 12 percent equipment and furniture line. Not in the budget are costs for asbestos removal, moving and computers. These will be absorbed by operating budget and other library funds. To be on the safe side the committee set the total estimated project cost at 11.5 million,the amount to be cited publicly Construction contingency will be about$870,000. Other concerns brought up included word from the architect that he had discovered a chiller unit from Carrier that produces a 50 decibel noise level that could be reduced to 30 db when running on quiet mode. In addition the chiller pit will be lined with sound absorbing material. Questions were also raised about the required number of parking spaces and what would be counted as relevant square footage in parking space calculations for zoning.
