PERMANENT BUILDING COMMITTEE
Minutes of Wednesday October 11 2000 meeting in the Construction Trailer on the high school
grounds, as approved January 3, 2001.
The meeting was called to order at 7 10 p.m. by Chairman Kelley with other PBC members
Cannalonga, Himmel, Poinelli and Touart present. Also attending were Director of School Building
Operation John Moynihan, Project Manager/Owner's Representative Bill Kealy, Comptroller John
Ryan and Assistant Sandy Hart, as well as Philip Lewis of HMFH.
Distributed: School Renovation Project Summary, dated 10/11/00 from Ryan's office. This budget
summary, as he explained, includes the supplemental $2.8 million appropriated in spring 2000 Town
Meeting; it supplements the construction contingency to eight percent, but it does not include the
$800,000 unspent balance from a previous schools capital appropriation Some budget line
adjustments will be made due to increased spending more than anticipated on some expense lines (the
"encumbered" amounts in parentheses represent the Comptroller's office understanding of budgeted
amounts.) About$1.25 million is now in the contingency fund, which may be enough, Ryan
predicted. Unforeseen drains on the contingency include the floors at Diamond and the high school
and some site work at the high school, as well as small amounts for"Miscellaneous consultants"
Budget estimates will be recalculated with updated information on the duration of the project at each
school.
Kealv's renort informed of a finance meeting that morning. Also reported that Diamond had to be
closed one day due to no heat. An electrical blowout had occurred at the high school, but insurance
will cover its cost. The construction schedule for November and December will be tight. Twenty
electricians are to be working on Saturday The curing of poured floor-leveling material will delay all
trades; temporary heat may be needed to keep it from freezing. Forty-nine unit ventilators are to be
rebuilt with new (as opposed to used or rebuilt) motors at$1,000 each, a lowered price due to the
volume of purchase. The final sidewalk pouring, as well as high school parking lot light installation
will be done on the coming weekend. Clerks-of-the-works are doing very well, he reported. A recent
partnering meeting also went well, with good communication between contractors and Pat Ruane, who
will talk with the principals.
Renuisitions: Peabody's change orders Nos. 1 and 2 have been incorporated in requisitions and
Change Order No. 3 is mentioned on page 51 of their current requisition. Eastern's requisition has
been delayed for need of more paperwork and will arrive tomorrow More than $1 165,000 was
requested by Eastern, from which HMFH subtracted unsupported amounts to reduce the total to
$1,025,432.85. The committee VOTED in favor of paying Eastern the amount recommended by
HMFH, with one member abstaining.
Design nronosals from 10 architectural firms (after 25 inquiries) for the two new elementary school,
will be reviewed by a subcommittee. It was strongly urged by Moynihan and Poinelli that the School
Committee participate in the selection process. The PBC will interview the designers recommended
by the subcommittee and rank them, followed by negotiations with the top ranking firm. It was agreed
that the subcommittee include no more than three PBC members, a School Committee person and
Moynihan, and meet in one week from this night at 7.30 p.m. in the trailer.
The Town Meeting appropriated $850,000 for design services for the Fiske and Harrington schools.
