HomeMy WebLinkAbout2000-11-01-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE 20v Notes of Wednesday Setelberameeting in the Oval Room, Cary Memorial Library The meeting began shortly after 7.30 a.m. with PBC members Chairman Kelley Pierce, and Poinelli present. Also attending were architect Stephen Hale, Library Director Carol Mahoney Assistant Library Director Cynthia Johnson, Donald Martinage of Martinage Engineering Associates, William P Hadley, town DPW/Engineering Director and Steve Hatch, Director of Town Building Operation, as well as Senior Associate Mechanical Department Head Gus Misail and Associate Electrical Engineer Steven Berthelette of Erdman Anthony Consulting Engineers. Since no quorum was present it was agreed that no formal votes would be taken unless absolutely necessary and that a fourth member's vote would be solicited by telephone if needed. Independent review of drawings by Fred Nashed was VOTED after Poinelli reported from his negotiations with him that Nashed has only personal liability insurance. The review will be scheduled to start January 2, 2001 at cost not to exceed $10,000, as voted. at October 25. A maior mechanical and engineering review of three generations of drawings constituted the remainder of the meeting. Chiller concerns and how to solve its difficulties without adding problems and possible delays occupied a major portion of debate. As presently planned along the south wall of the meeting room, the chiller presents potential noise and vibration problems. The best possible sound emission from a chiller would be 45-48 decibels. Ambient noise level is about 40 to 45 db and the law requires the chiller to produce no more than 10 db above ambient. When the chiller is placed below ground level, the noise would be less and still less with nighttime reductions. If the chiller were put in mid-parking, four parking spaces would be lost. Moving it ten feet back from the property line would cost one parking space. A setback variance would be needed if the chiller were only 10 feet back from the property line, since setback requirement is 25 feet. Various variations of present plans were discussed, such as auxiliary pit (more costly to build and operate) and oversized pit, longer East-West and narrower so that the nearby sidewalk could be widened. PBC consensus decision: Leave the chiller where it is presently planned and solve potential meeting room problems by engineering and acoustic acrobatics. Other utility connections were reported. Hadley stated that relocating a sewer line would not be a problem. A new water line is needed. Martinage reported that he is now checking all utility systems. A new fire line is needed. Gas, electric and phone lines will enter through the northeast corner of the building. In summarizing drainage changes, Hale reported no increase of hard surface. Telephone lines will come to the existing equipment room mid-north side. In data connections, there are some statewide standards and links. An emergency portable generator hookup will be needed to keep the boiler going in the event of power outage. An UPS system will be installed for slow shutdown of technology One hundred computers are planned, and they will plug into special orange receptacles. Lines will go through coves, chase ways and columns. PBC Notes from meeting of 11/1/00 morning - page 2 Lighting will be T-8 fixtures with electronic ballasts. Mahoney is checking ADA regulations about electronic signing. Ni t�i a setback system for heat will involve no fans,just hot water. On the third floor, the existin will remain if possible, with radiant panel units on walls. If the floor must be removed due to partition differences, radiant heating will be placed in the new floor. In the Oval Room, special digital controls will manage fresh air exchange in setback times. Poinelli asked if there would off-site electronic monitoring. Lighting and security systems will include outdoor lighting on the building and down lighting from overhangs along the exterior walls of the historic buildings. A motion detector will also be installed for building security Internal acoustic control will be assisted by holding down air flow return velocity There will be soffits and coffers covering unlined ducts.
