PERMANENT BUILDING COMMITTEE
Minutes of Monday November 13. 2000 meeting in the Conference Room, School
Administration Building, as approved January 3 2001
The meeting was called to order at 7:07 p.m. by Chairman Kelley with other PBC members
Cannalonga, Himmel, Johnson, Kennedy Poinelli and Touart present. Also attending were
Director of School Building Operation John Moynihan, School Committee members Robin
DiGiammarino and Michelle Hutnick. Also present were two firms scheduled to make
presentations.
Drummev Rosane Anderson. Inc representatives Owen Beenhouwer, MA, president, Carl
Franceschi and Scot Woodin made a presentation. They noted that Jim Barrett, another of their
firm's principals who would be involved on the Lexington project, was at a large community
meeting in Belmont and could not attend this meeting. He told that their 50-person office has
been designing school buildings since the early 1960s, most recently in Natick and Bedford
Franceschi, who has lived in Lexington, was the principal spokesperson. He would also be the
point person on the project for his firm. DRA schools are the result of creative problem solving
process " He emphasized his firm's experience producing projects on time and under budget.
He noted that careful preparation of construction drawings minimizes change orders that cause
increased cost and delays. Scot Woodin would be the project manager. Many drawings and
pictures were displayed around the room. Woodin presented some concepts for Harrington and
Fiske schools. Their aim is for low cost and easy maintenance.
Questions arose about their engineers. Poinelli inquired about how DRA would perform project
management. Woodin and Franceschi would attend PBC meetings monthly and Barrett would
fill in if needed. Kelley and Himmel asked about bidding climate and experience. DRA
representatives responded that they usually have about five to seven general contractors bidding
their projects. They described the two new schools as a 'nice project, and told how they would
keep in touch with contractors. On cost estimates they have found Foley helpful.
The Tanne Associates' presentation by Tony Tappe, accompanied by Jeff Davis, Charles Hay,
Brooke Trivas and Marketing Director Bill Shearer, featured "simple elegant solutions' relating
to their communities and neighborhoods. In addition to schools, they have worked extensively
on libraries. They pointed out that they provide continuous cost estimating," as well as
community review Their engineering firm is Galuska of New Bedford, and they have frequently
used the landscape team of Carol Johnson and Judith Nitsch. They departed about 9:25.
Scheduling ranking and negotiations with architect,was discussed. If there should be some time
following the departure of the last firm on November 15 the committee could possibly have
them ranked so that it will be known with whom to negotiate. The aim is to have a contract for
the whole design package, and that a draft contract should be prepared to be the basis for
effective negotiations. Although the draft contract is to cover all phases, it will only be executed
through the schematic phase. Although having an architect on board by December 1 would be

desirable, this probably could not happen until mid-December, since the PBC will not meet
formally until December 13.
The basic schedule would be for the two elementary schools to go out for bid January 2002 and
be completed by September 2004 Moynihan will check the architects' references.
