HomeMy WebLinkAbout1993-01-12-COA-min.pdf ( COUNCIL ON AGING BOARD MEETING - JANUARY 12 , 1993 Attending Ed Grant , Harriet Onello , Bob Cushman , Jim Fenske , Barbara Rubin, Monica Chang , Muriel Taylor , Frank Chen , Donna Hooper (Human Service liaison) , Linda Crew Vine (staff) Absent Kevin Grimes , Jack Eddison (Selectmen liaison) Meeting was called to order at 4 37 by Ed Grant with a quorum present Remarks from the chair Frank Chen, newly appointed board member , was introduced and welcomed Frank is also a Minuteman Home Care Board member along with Terry McKenna Minutes of the December meeting were read by acting secretary Harriet Onello A correction was noted by Jim Fenske as follows Pg 2 top paragraph, the word "addressed" should be changed to "reviewed" As no other corrections were noted, minutes were moved, seconded and accepted as amended Treasurer ' s Report - Jim Fenske Jim distributed packets containing a 2nd quarter budget ( report , Meals on Wheels and Social Day Care program reports , and a FY 94 Comprehensive Budget The quarterly budget report was positive with accounts in order The unencumbered column was noted , lines overspent will be balanced out with other unencumbered funds Jim reviewed the FY 94 Budget request and the reductions by the Town Manager Building costs include evening use of the Center Home Care Services reflect a serious reduction by the Town Manager This is an area which has grown substantially from ten (10 ) clients to forty-three ( 43 ) clients within three years Board members are urged to attend the Selectmen' s meetings on January 27th to support the budget requests Comprehensive Budget The reflects a breakdown of all funding sources (state, federal , town , and fee for service programs) It shows expenditures ( excluding volunteer services) of over $764 , 251 Frank C recommended quantifying volunteer contribution 1 FCOA Fundraising project - Presented by Jackie Davison, FCOA President and Peter & Beverly Kelley , Auction Co-Chairs President Jackie D gave a brief history of the FCOA Minutes from the December 7 FCOA meeting were distributed , the focus of which was the Auction scheduled for Friday, April 2 , 1993 from 5-9 PM at Cary Hall Much help will be needed (i e tickets , food, music , silent auction) Beverly K listed the committees needed Jim F suggested soliciting services and donations by seniors FCOA has provided funding for the purchase on a SONY camcorder for the Center to record various programs and acitivites FISH has donated a stereo receiver and cassette tape deck adding to the sound system Announcements The Lexington Coalition for Racial Equality has organized a "UNITY WALK" at 3 00 PM on January 17 from Lexington Green to Cary Hall where a program will follow at 3 30 PM The Lexington Rotary Club is hosting a Senior Dinner/Dance on January 23 at the Knights of Columbus Hall for 300 people It has sold out again with a long wait list Minuteman Home Care Update - Frank Chen The Assistant Director of MMHC (Nora Lenihan) has been very ill for the past six ( 6) months Long range plans were addressed at the Board retreat They have successfully raised private funds for various programs and services The board meets one time per month met last on January 6th The state did not send funds on time because of budget shortages Lexington, Arlington and Littleton are towns using the largest numbers of MMHC services Committee reports Committee chairs are asked to schedule meetings through Linda Vine 2 Director ' s Report - Linda Crew Vine The Center has been having Diversity Awareness Programs at lunch time The Stir Fry lunch was very successful and an Italian Luncheon is scheduled for January 11 Question was raise if an evening program would be a duplicate? Barbara R agreed that it would be redundant and more costly Ivan Galvis has been very successful in outreaching to the minority population Linda will ask FCOA to provide an honorarium to keep the position through June An oral history project is off to a great start Students will interview and videotape seniors regarding the social history of Lexington during World War II A twenty ( 20 ) minute tape will be produced which will be used for teaching in the schools This project may lead to a reminiscing group at the Center The New Year ' s Eve party was a great success with no apparent parking problems The Registrar of Motor Vehicle provided and in-service training for the staff regarding elder driving The goals were to understand when to report driving problems among older adults The Senior Center will be working with New England Rehab to sponsor a driver ' s improvement course The Lion ' s Club provided Christmas dinners and delivered Christmas cookies to homebound elders during the holidays They also provided the food the for New Year ' s Eve party The Client Satisfaction tool is completed Linda will meet with Sumner Harris regarding the administration of the survey State formula grant funds are in question Our state advocacy group requested $2 30 per person; the Department of Elder Affairs is recommending $1 78 per person Legislators Doran and Havern will be asked for support of the $2 30 per person level Human Service Committee - Donna Hooper The new Human Service Flyer reflects last year ' s discussion with the Board, FCOA contributed $1 , 500 to the fund Donna will report on recent disbursements at the next board meeting L 3 R The next COA Board meeting is scheduled for February 9 , 1993 at 4 30 p m at the Senior Center Motion to adjourn was made and seconded Meeting adjourned at 6 10 p m Secretary pro tem, Harriet Onello 4
