HomeMy WebLinkAbout1992-12-08-COA-min.pdf �_ _ COUNCIL ON AGING BOARD MEETING - DECEMBER 8 , 1992 Attending: Ed Grant , Kevin Grimes, Harriet Onello, Jim Fenske, Monica Chang, Jack Eddison (Selectman liaison) , Donna Hooper (Human Service liaison) , Joan Butler-West (Minuteman Home Care) , Diana Grammont and Linda Crew Vine (staff) . Absent : Bob Cushman, Barbara Rubin, Muriel Taylor Meeting was called to order by Ed Grant . SPANS Report - Diana Grammont, SPANS Coordinator A summary of the Spans Program for 1991-1992 was presented. The Holiday Dinner for seniors is on hold � this season and other avenues are being considered. Programs in other communities are being explored for experiences involving all age groups . Linda V. noted Dr. Young, Superintendent of Schools , has expressed an interest in joint projects with the ( senior center. Kevin G. reported on an interest expressed by residents and child care board in having intergenerational opportunities. Jack E. reported an interest expressed by the Middle School Pen Pal Program for interqenerational experiences . Discussion followed regarding the budget for the SPANS Program. The minutes oi the November meetin� were read. Harriet O. moved and Kevin G. seconded a motion to accept the minutes as read. Treasurer's Report - Jim Fenske Ed G. raised questions regarding the SPANS budget . Jim F. noted the COA portion ($10,500) is under Personal Services and not reflected in our Fiscal Report . BUDGET A was presented which reflected a significant increase in Home Care Services . R &, L Minor, � Telephone, and Stationery Line Items are reduced. �� � � 1 ➢ (_ � _ BUDGET 8 includes provision for the Center beinq open one (1) evening a week hich translates into a $1500 increase. Jim a� the Muzzey 'Trustees and residents reaction to this change as being a significant factor to consider. Factoring the staffing cost in the budget was considered. Linda expects increased participation in the Senior Health Monitor Program which is reflected margin in the budqet . The Town Manager has had discussions on this matter but it has not yet been presented to the Selectmen. Local Share & Annual Service Report- Joan Butler-West "How many people in the community use service? How do they feel about it?" New Home Care board members were announced: Frank Chen and Theresa MacKenna. Case Management : The state is undergoing an independent assessment to identify qaps in services . ( Two (2) Minuteman case managers work closely with the COA as well as other service providers. Respite Services : Joan discussed the high level of � effort required for Protective Services . Managed care in Housing was outlined and a list was distributed with information pertaining to Legal Services . � Alzheimer's Services are privately funded at this time. Minuteman Home Care reports to the Department of Elder Affairs who monitors federal monies (oontracted services) . Local share assessments increase as elder population in town increases . The local share is part ot the COA annual budget . Director's Report - Linda Crew Vine The Friends of the COA have scheduled an "Auction" for April at Cary Hall . , The Spanish Dinner has been re-scheduled for March, no specific date set .as yet . � , 2 o , ,.. . � . . . . . ���,.�, , . . � . � Copies of inemos and other communication with the Muzzey Condo Association were distributed. There is an interest by some condo owner to have the COA's condo fees increased. The on-going Banking Program is well attended with 30 participants present for the Direct Deposit presentation. ' The Lion's Club (contact - Bob Hopwood) will be delivering cookies to home bound seniors for us on December 22 . They will also deliver Christmas Dinner°s for us this year. In addition, the Lion's Club is donating the food for our annual New Year's Eve social at the Senior • Center. Handouts were distributed regarding the nutrition � program. The American Chinese Art Society and the Chinese Church will be presentinq at the Center on December 29th. The next COA Board meeting is scheduled for January 12 .
