HomeMy WebLinkAbout1992-02-11-COA-min.pdf �� COUNCIL ON AGING BOARD MEETING - FEBRUARY 11 , 1992 Present : Dorothy Boggia , Harriet Onello, Ed Grant , Monica Chang, Barbara Rubin, Jim Fenske , Jack Eddison (Selectmen liaison) , Marilyn Mairson (Appropriations liaison) , Peg Jemison and Pat Ross (Staff) . Meeting was called to order at 4 : 45 p .m, with a quorum. Remarks : Darothy Boggia -The lack of a quorum at the January meeting prevented voting on the Minutes and the Treasurer 's report last month. -The Rotary Club Dinner/Dance for seniors was a rousing success with 286 people in attendance. Ed Grant raised the issue that some seniors got late notice and fell to the waiting list . Dorothy explained that the elder housing villages get invitations first . It was suggested that people who attended before be placed on a waiting list first . Barbara Rubin suggested the notice should include preference for persons who have never attended , � -The FY 93 Budget was presented to the Selectmen on January 29th. Dorothy praised treasurer Jim Fenske for the presentation and � hopes for a favorable result from the board. -Bob Borshay has resigned from the COA Board. Dorothy would like to consider the mandated number of board members . She will ask the Town Manager . Jack Eddison was unsure whether state law requires a certain minimum for COA. -Bob S . will continue to volunteer for Meals on Wheels and the fitness class at the Senior Center . -Wendell Benway lost his wife, Ellen, the week of February 3rd. -The COA received a gift from the Florence Gray Trust through Trustee Wendell Benwap (approx 55600 ) . The donation has been transferred to the FCOA. -The COA staff will host the Volunteer Recognition Party on Friday, February 14 from 2 - 4 p .m, �� �� � i Minutes : Harriet Onello -Approval of the December minutes was postponed at the January meeting . It was then moved , seconded , and accepted to approved the minutes of the December lOth meeting. -January minutes follow up: the Senior Center sign which was vandalized has been repaired by Peter Kelley. Dorothy B. ' introduced COA Intern, Pat Ross , who was unable to attend the January meeting. -It was moved, seconded, and accepted to approve the minutes of the f January 14th meeting . � Treasurer 's Report : Jim Fenske -The second quarter financial report ending 12/31/91 , (distributed � but deferred at the January meeting) was reviewed . The fiqures / reflect expenses lower than the budget but this is consistent with � prior patterns for the first two quarters of prior years . The E report was placed on file. -The current Treasurer's Report contains the Comprehensive Budget as presented to the Selectmen. This shows the COA gets a four to one return on funds the Town provides (exclusive of value of extensive volunteer work) . -The down side is that the COA has kept apace by charginq participants higher fees . Also, the Town budget maybe be decreased somewhat . -Meals on Wheels - our balance is decreasing faster than in other years . Scholarships from FCOA may help cover the short fall , The treasurer recommends the board vote at the next meeting to change fees or curtail the program. The number of ineals served have gone down but expenses (meals and salary) have gone up. "Curtailing the program" could imply a reduction in the Coordinators hours . -Another suggestion was selection of a difference vendor . Dorothy remarked that this possibility had been researched and the present vendor was found to be the best at that time. � -It was recommended that the Meals on Wheels Program financial issue be placed on the agenda for the March meeting . �,. Director' s Report - Peg Jemi�oa =Th� �'�9A tt�� €undsd the replenishmant oE entertaining supQlies for the Senior Center , -MMHC Grant for Lexington, Arlington, and Woburn COA Outreach should be in place by March. The grant if for Minority Outreach with the following focus : Lexington - Asian Woburn - Spanish � Arlington - mixed minorities The goal is to 6uild a model for the state . -A second Middlesex Community College intern will be working at the Center for a period of eight weeks and will assist each staff member. -Heating problems at the Senior Center are greater this year than in the past . There are many drafts , one electric heating unit � broke and has been replaced, weatherstrippin,q is badly needed at some exit doors (the oondominium association map not do this until sprinq) . The bridge playing area had to be vacated, staff has to wear extra clothing, even gloves . Peg expects a very high fuel bill will result from this problem. Fans , installed to circixlate warm air into the lower parts of the rooms have only minimal effect . Education Committee Report - Barbara Rubin -The Japanese group "Sumire" presented on February 3rd was well attended and successful . -April 15th is the date for "An Old-fashioned American Party" . -A Housing Conference is planned for May 22 from 1 - 4 p ,m. with a theme of "Staying in Your Own Home". Part two of the conference is scheduled for September. -Jim Fenske inquired about the cost and funding for the programs , ie . refreshments , honorariums etc . Long Term Planning Committee - No report due to the absence of Kevin Grimes . Other : Marilyn Mairson of the Appropriations Committee was in attendance in order to sit in on what happens at the COA Board meeting . �"�eting was adjourned at .5 : 45 p ,m.
