HomeMy WebLinkAbout1990-11-13-COA-min.pdf COUNCIL ON AGING BOARD MEETING MINUTES - NOVEMBER 13, 1990 Present Dorothy Boggia , Jim Fenske , John Curry (Appropriations Committee) , Jack Eddison (Board of Selectmen liaison) , Bob Borshay, Dennis Murakami (Human Service Committee) , Ed Grant, Barbara Rubin, Beth Klarman, Kevin Grimes, Linda Crew Vine (staff ) Meeting was called to order at 4 35 p m Remarks Dorothy Boggia - An official welcome was given to Jim Fenske, the newly appointed treasurer Visitors from the Burlington COA Board were welcomed October minutes were amended as follows Discussion on Question 3 (pg 2) should reflect the boards concern not to use the COA Newsletter as a vehicle for or against certain issues , but rather as an educational tool Correction of "consequence" , pg 1 , regarding quote by Jack Eddison concerning Question 3 Motion made to accept minutes as amended Senior Citizens Publishing Company - Dennis Clair, Presenter The firm would like to publish the COA Newsletter They stated they could provide the following options -5 day turn around time -choice of color -own format -as many inserts as necessary -no political ads -advertising only 25% of newsletter Linda reviewed her reference check on the company which was generally poor The board decided that they do not want outside groups soliciting donations on behalf of the COA Treasurer's Report - Jim Fenske Jim presented the FY 1992 budget with a 3% reduction and a second budget with a 20% reduction He explained the 3% cut involved the operational budget and the 20% cut L included both personnel and operating Linda reviewed the specific Line Items where reductions were proposed Pg 2 The board expressed concern in agreeing to submit a budget with 20% reductions Discussion followed on specific line items , Senior Citizens Club allocation and building maintenance Jack Eddison expressed concern over reducing building maintenance by' $492 He cfweatiewfred the need to reduce further the recreational accounts in order not to jeopardize the upkeep of the center Dorothy Boggia also felt the need to reduce recreational services to better maintain the social service segment of the budget Kevin Grimes suggested we invite a representative from the Senior Citizens Club to the next COA Board meeting so they could discuss how the money is used It was agreed that a third budget should go to the Town Manager which projects what we feel the need is in the community for elders Linda along with Jim Fenske will prepare a third budget Barbara Rubin reported upon the newly established Regional Senior Services Group at Minuteman Vocational School The goal for the school and committee were to provide services to the 50+ population The following ideas were being discussed implementation of Minuteman of services for job hunting seniors , including a support group, plus resume writing and typing the possibility of starting a small business incubator to provide very low cost telephone answering and secretarial services to seniors starting their own businesses grant funding for a regional volunteer training program The Board encouraged increased intergenerational activities at the school and classes on how to repair items for older men and women Director ' s Report - Linda Crew Vine -Meals on Wheels update and status of the new coordinator 1 Pg 3 -SPANS Program update concerning school funding for position, FY 1992 - $5 , 000 , decrease of $1 , 360 toward salary -Windowpane Gift Shop is doing well under new buyers -Make-up flu shot clinic served 158 people -COA Open House , small turnout -Center will have a New Years Eve Party from 5-9 p m for seniors -F C 0 A mailing soliciting donations has done very well -Linda has been elected Vice President of the M C 0 A Goal Setting Session - The board discussed logistics of the December goal setting session and the following was decided WHEN December 11th TIME 3 00 - 6 30 p m Kevin Grimes will be the session moderator Linda and Kevin will meet on November 29th to discuss format A motion to adjourn was moved, seconded and approved at 6 10 p m Linda Crew Vine, Secretary Pro tem 1
