HomeMy WebLinkAbout1987-04-07-COA-min.pdf COUNCIL ON AGING BOARD MEETING MINUTES - April 7, 1987 — Present Dorothy Boggia, Terry Gent, Wendell Benway, Jack Gardner, Louis Tropeano, George Doughty, Ed Grant, Barbara Rubin Absent Gladys Scanlon, Natalie Johnson, Ralph Freidin, Bill Sen Others Present Frank Stowell, Jack Eddison, Dick Eaton Staff Linda Crew Vine REMARKS Dorothy Boggia called the meeting to order at 4 35 p m The Minutes of the March Board Meeting were reviewed and accepted Then Dorothy suspended the regular agenda items so that Dick Eaton could update the Board on the Emerson Gardens situation Dick discussed the establishment of the tenants organization for Emerson Gardens At present they are circulating petitions in order to call a Special Town Meeting to address condominium conversions They are also writing a newsletter to keep all residents informed on their progress Dorothy reviewed Warrant Article 27 which addressed the Senior Center Heat Dorothy and Terry Gent attended Nonday night's Town Meeting to address the Town Meeting Members about the heating problems at the Center However, Article 27 did not come up that evening They plan to return to Town Meeting on Wednesday night to deliver a prepared statement on the Center heating situation and encourage other Board members to join them Dorothy then distributed information on other Warrant Articles which would effect older adults She reviewed Article 52 - Elderly Tax Exemption, Article 53 - Accept Elderly/ Surviving Spouse/Minor Exemption, and Article 38 - LEXPRESS The Board agreed to support all these articles Article 41 on the Home Rule Land Bank Petition was reviewed by Jack Eddison Extensive discussion was heard concerning this article The Board took no action George Doughty and Louis Tropeano were asked by Dorothy to serve on the NOMINATIONS COMMITTEE and present a proposed slate of officers at the May Board Meeting Both agreed to serve on the Nominations Committee TREASURER'S REPORT Wendell Benway presented the 3rd Quarter Fiscal Report He indicated that we were under- spent in the Town Budget FY87 by $5759 21 This is attributed to savings realized in the Newsletter printing Wendell recommended that we notify the Town Manager that the COA Budget will have excess funds of approximately $2,000 - $3,000 which could be applied towards the Senior Center Architectural Study Several questions were asked of Wendell The Board then passed upon his recommendation II DIRECTOR'S REPORT Linda covered the Special Events which are planned for May - "Older American Month" (Refer to handout) She also distributed the Meals on Wheels Program Report and informed the Board about the new weekend meal program. Since this new service was introduced, ten (10) of the forty-two (42) people receiving meals during the week have taken advantage of the weekend meal service Linda announced the Special Spring Program on Pre-Retirement Planning This year's program is being managed by Miriam Zenick The program is scheduled for April 28th. and 30th , and May 5th , 7th , and 12th It will cover subjects such as legal and financial planning, social security, and health issues Then Linda distributed reports on the Senior Center Library Program and the U S D.A Food Commodity Distribution on May 20th � - Representatives from the Muzzey Condominium Trustees Association (Peter DiMatteo, Jean Gaudet, and Nicholas Kelley, an attorney hired by the M.0 T.A.) addressed the Board concerning the Senior Center Heating Town Meeting Warrant Article and the resignation of the C 0 A Board Member from the Muzzey Condominium Trustee Association (M.0 T A.) The Muzzey Condo- -1- minium Trustees encouraged the C 0 A. Board to support their endeavor to persuade the Town to address all major problems in the Muzzey building The Trustees felt that the C 0 A Board should postpone the Warrant Article dealing with the Senior Center Heat until all the Muzzey building problems could be studied The C 0.A Board felt its first obligation was to address the lack of heat within the Senior Center The meeting adjourned at 6 36 p.m Respectfully submitted, iilfrlij Lin a Crew Vine, pro tem Secretary Barbara Rubin, pro tem Secretary ( L -2-
