COUNCIL ON AGING BOARD MEETING MINUTES - March 10, 1987
Present Dorothy Boggia, Wendell Benway, Natalie Johnson, Jack Gardner, Terry Gent,
Louis Tropeano, George Doughty
Absent Barbara Rubin, Ralph Freidin, Edmund Grant, Gladys Scanlon
Others Present Bill Sen, Frank Stowell , Jack Eddison, Paul Clough
Staff Linda Vine
1) The meeting was called to order at 4 35 p.m
2) The report by Chairperson, Dorothy Boggia, indicated a concern about absentism of
some Board members Mr Eddison suggested the Town Manager be informed about this
absentism problem.
3) The Minutes of the 2/10/87 C 0 A Board Meeting were reviewed and accepted
4) The FY88 Comprehensive Budget was reviewed by Wendell Benway Mr Eddison asked that
a copy of the Comprehensive Budget be forwarded to the Board of Selectmen
5) Director's Report
A) The X Energy Report was distributed and reviewed by Linda Vine and Mr Eddison
B) There was the following discussion on evening and weekend hours
- Gent suggested having specific programs available to attract new people who may
not come to the Center during the week.
- Gardner suggested a movie program.
- Benway felt the COA needs to attempt weekend programs to see what the interest is
- Tropeano felt people have family and other committments on weekends and do not need
the COA to be open
- Eddison suggested a survey be done to determine interest
- Boggia felt there should be weekend hours only if the COA had a special program
at the Center
Linda will approach a few volunteers who might be interested in staffing the Center on
weekends
6) Dorothy Boggia distributed the Housing Report which she drafted and presented at the
Selectmen's Meeting on 2/17/87 She also distributed the Housing Statement written by
Ruth Butler of the COA Housing Committee
- Sen expressed his concern that the COA should speak for older adults and the Council
should prepare a statement on housing
- Gardner felt the COA had gone on record supporting affordable housing4n the Muzzey
and Franklin Schools)
- Stowell felt we needed more rental units constructed and legislated to remain as
rental units
- Eddison discussed the meeting that was held with the new owners of Emerson Gardens
and their willingness to work with the people
- Gent felt that any further issues on housing should be directed to the members of
the COA Housing Committee
7) The Meals on Wheels Ad Hoc Committee Report was given by Wendell Benway
The program is managed well and meets a vital need in the Lexington community The Ad Hoc
Committee recommends that additional funds be secured in the following manner.
- Public trusts
- An Annual Fundraiser
- Formula Grant
- Line Item Allocation in the COA Budget
It was moved and seconded that the Ad Hoc Report be accepted Gent amended the motion
to stipulate that $7,000 be the amount to strive for to offset the cost of the Meals

8) The Minuteman Home Care Report was given by Bill Sen There was discussion on the
confidentiality issue between MMHC and the COAS
The meeting was adjourned at 6 00 p m
