PERMANENT BUILDING COMMITTEE
Minutes of Wednesday July 28. 1999 meeting in the Conference Room, School Administration
Building, as approved October 27 1999
The meeting was called to order by Chairman Kelley about 7.37 p.m with other PBC members
Bruckman, Johnson and Touart present. Also attending: Director of School Building Operations
John Moynihan III, Project Manager/Owner's Representative Michael Melnick, School
Committee member Barrie Peltz and HMFH representatives Philip Lewis.
Distributed materials included Melnick's Meeting Agenda and Pending Issues list, proposed
plans with and without extra Austrian Pine tree plantings to help differentiate the private
driveway from the entry drive from Stedman Road into the upper Clarke parking lot, and HMFH
Architects proposal for Playfield Reconstruction and attachments from various subcontractors
including Carol R. Johnson and McPhail Associates using data from Moynihan and CPM cost
estimators.
PBC Schedule for the coming month is complicated by vacations, beginning with Moynihan's of
next week when Melnick will assume some of his construction supervising tasks at Bridge and
elsewhere, some architects' time off, including Lewis' and Arthur Duffy's, and the Chairman s
later August into September. No forthcoming meetings were scheduled at this time.
HMFH contract negotiations are still going back and forth. Moynihan suggested that there be a
meeting with Town Manager and Town Counsel to finalize agreements leading to actually
drawing up a contract.
Conservation Commission continued hearing on the high school on August 31 will discuss the
revised Carol Johnson drainage plan including not only the above ground temporary water
detention on the Worthen Road side but also pipe storage beneath the roadway connecting
Muzzey Street from Park Drive to the school driveway Some old drain lines will be removed.
Clarke Middle School Board of Appeals hearing preparations will include a planned meeting
with the abutter whose driveway has been impacted by vehicles' turning around after dropping
off students. Moynihan stated that the school will discourage student drop-off from the upper
area in every way possible. It was also recommended that curbing at the top of the abutter's
driveway be arranged to suggest owner s access only Emergency backup generator plans now
in Moynihan's hands were questioned: In addition to essential sump pumps and food storage,
how much if any heat (electric!) should be on the line?
Athletic Fields Fee Estimates will be forwarded to Brian Gilbert and the Recreation Committee
Chairman, Dick Neumeier School needs are the priorities.
Additional meetings are taking place on kitchen equipment at the high school and on the
gymnasiums at each of the three schools.

Construction Documents preparation may be slowed by lack of staff at HMFH: two architects
working on the Diamond Middle School have left. Architects hope to meet the October 15
deadline with plans for the high school but are hoping to delay middle school plans by a month.
Lewis noted that TMP engineers are struggling to meet the schedule.
Other miscellaneous matters at various schools: PVC roofing material disposal is beginning to
pose environmental problems. Agreed and advised that all asbestos materials be eliminated,
including pipe joints at Diamond and all other asbestos products including Transite. Melnick
suggested that administrators for system wide programs, who are headquartered at the High
School, be located in trailer offices rather than shunted around during various construction
phases.
Testing for sound deadening/reverberations at Hastings and Diamond School rooms will take
place on Friday and the parent of hearing-limited twins has asked to be included. Agreed to allow
her even though it could set a precedent, in order to help win her cooperation.
