PERMANENT BUILDING COMMITTEE
Minutes of Wednesday May 26. 1999 meeting in the Conference Room, School Administration
Building, as approved October 27, 1999
The meeting was called to order by Chairman Kelley shortly before 8 p.m with other PBC
members Cannalonga, Poinelli and Touart present. Also attending: Director of School Building
Operations John Moynihan III, Project Manager/Owner's Representative Michael Melnick,
School Committee Chairman Barrie Peitz and HMFH architects Arthur Duffy and Philip Lewis.
Executive Session was voted unanimously at 8 p.m. in order to discuss contract negotiations with
the architects.
Distributed items included a meeting agenda/pending issues list from Melnick and Summary of
Construction costs for the three project schools by HMFH.
Report from HMFH Architects told that the estimates on the three schools on the distributed
sheet are bid time price estimates and they include a three percent design contingency The high
school is the only school that has been fully analyzed by HMFH The middle school price
estimates need further analysis regarding scope of work. For example the Clarke estimates have
not been adjusted since the school was declared not to be an emergency shelter. D D Plans have
gone given to school principals and no cost change feedback requested from the entire school
staff. The architects also brought a number of papers for Chairman Kelley to sign.
Questions from the committee included those on the telecommunication systems for each school
and request that cut sheets on products' prototypes be supplied for inspection by both contractors
and committee. The other significant question arose on possible savings by combining the two
middle schools in one contract.
Conservation issues of most concern to the Conservation Commission, who have not yet issued
an Order of Conditions, centered around the draining in the environs of the high school.
Engineer Judith Nitsh is working on these issues, but some of the problems lie outside the area
and scope of work of the project and would involve Town DPW/Engineering.
Zoning issues will be taken up following the Conservation Commission's rulings. The Fire
Department has determined that sprinklers are not needed in the gymnasia, so long as alternatives
such as a separating fire walls are in place.
Minutes of May 12. 1999 meeting were approved as amended.
Meeting adjourned until Wednesday June 9 1999 at 7.30 p.m.
