HomeMy WebLinkAbout1999-05-12-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Wednesday May 12. 1999 meeting in the Conference Room, School Administration Building, as approved May 26, 1999 The meeting was called to order by Chairman Kelley at about 7.45 p.m with other PBC members Cannalonga, Poinelli and Touart present. Others attending included Director of School Building Operations John Moynihan III, Project Manager/Owner's Representative Michael Melnick, Recreation Committee member Richard Neumeier and Philip Lewis of HMFH. Distributed items included a meeting agenda from Melnick and an Architectural Fee Analysis done for Kelley and Poinelli's meeting with HMFH earlier today Report of meeting at HMFH this afternoon brought data from Poinell that HMFH's fees were higher than the experience of his firm. Another such session (final?) will probably be scheduled for next Wednesday A field renovation report by Richard Neumeier told of ongoing discussions with the schools' Athletic Director Brian McNally and need for further consultation with someone from the DPW Extensive discussion of the condition of the running track, what needed to be done to it and whose estimates to believe followed. Work on this as well as possibly other portions of the fields renovations may have to be done sooner than `normal' sequence. Education specifications have been modified to accommodate work on the fields. Concern was expressed that the two test pits that DPW was reported to have done were only three to four feet deep, possibly not deep enough to reach deep peat in the area. Clarke fields are so wet that they are unusable in the spring. A site meeting with the Fire Department today brought out no issue except for fire apparatus access at Clarke, where a fire truck had difficulty maneuvering on Stedman Road. Fire people would like to see it paved. Reported that the road had been paved at one time, but most evidence of pavement had disintegrated. The only questions raised by the fire fighters concerned fuels for the science labs at the high school. The Conservation Commission hearing of last night did not have enough time to finish hearing about the high schools. A continuation is scheduled for Tuesday, May 25, only three days before the projects are to be submitted to the SBA of the state. It was noted by Lewis that a letter would be needed from the Conservation Commission, stating that the schools project is capable of receiving a wetlands permit (Order of Conditions). This did not appear to be a problem. Approval of payment for HMFH invoices, on account applicable to final contract, dated April 16, 1999 for services rendered during March was VOTED These were for $84,527,58 for work on the high school, $59,003.92 for work on Clarke and $67,123.83 for work on Diamond. PBC Minutes of May 12, 1999 -page 2 Sets of clans for the PBC (complete) and "short sets" for the principals of the three schools were delivered by Lewis. Sign-offs will be obtained from various town departments, including Town Counsel, during the coming week by HMFH in preparation for the May 28 submittal. Architect Lewis handed Melnick a list of those required, including a certification of the town's vote for debt exclusion from Town Clerk and statements from the PBC Chairmen and Superintendent of Schools. When the topic of getting volunteer assistance, particularly with landscape work, it was agreed that this information should be excluded from the submittal. Poinelli promised to get a list of items not allowed when a project is audited, as all state-reimbursed projects must be, for Lewis and Moynihan. A auick glance at prices still being reviewed and refined by HMFH was given by Lewis. Estimates are in `bid price" escalated to mid-point of construction. Figures are near ball-park, but too preliminary to record. Minutes of the last three meetings were APPROVED.
