HomeMy WebLinkAbout1999-01-27-PBC-min.pdf TOWN OF LEXINGTON,MASSACHUSETTS PERMANENT BUILDING COMMITTEE Notes from meetin¢ of Wednesday January 27 1999 with no quorum in the Conference Room, School Administration Building. The meeting began at 7 40 p.m. chaired by Chairman Kelley with other PBC members Johnson and Touart present. Also attending was School Buildings Operation Director John Moynihan and HMFH representatives Philip Lewis and John Miller, who arrived at 8 p.m. Advertisements of Owner's Representative copy went to Moynihan last week, Ms. Touart reported. It will get into the Boston Globe and go to recommended publications at the same time. Site plan updates with site plan reductions sketched in were displayed by Miller and Lewis. Moynihan noted that schools are not exempted from parking requirements in the town s zoning by-laws. HMFH will check on these as well as on wetland areas that had been previously flagged and agreed upon with the Conservation Commission. High School new entrance and drop-off areas for school buses and students will entail changes to the Worthen Road side of the school. After some expressions of concern about durability of materials to keep pedestrians from crossing the into bus loading areas, it was agreed that the divider should be both visibly impressive and durable against snow plow activity Poured concrete walls of Jersey Barrier dimensions was recommended. Access to the Waltham Street side parking lot from Muzzey Street will be accessible for emergency vehicles only However, the driveway access from Muzzey Street and limited parking for the LABB program(ABC building) will be as existing with repaving and improved definition. Changes to the driveways and parking around where the receiving area and courtyard are to be expanded will be much as at present, with slight shifting to accommodate the additions. In order to increase parking on the Waltham Street side, PBC members recommended that the two small islands defining the present school bus loading area should be eliminated. The drive and walkways around the present front entrance will remain as is except for some repaving and ADA accessibility upgrades. Moynihan pointed out where he anticipates a new gas pipe service pipe will be laid along present electric utility routes to service boilers in the main and science buildings. Parking lot lighting, especially on the Worthen Road side will be considerably increased but not as extensively or expensively as originally in D.D In response to Johnson s questioning, architects told that the Carol Johnson landscape architects have been providing satisfactory civil engineering services in connection with their site work. Diamond Middle School plans showed where portable classrooms are being located and will remain through construction. Parking lot changes will be mostly to the back/drop-off area where the addition will be located, the front(Sedge Road) side to receive only repaving and some drainage fixing. PBC Notes of 1/27/99 - page 2 Clarke Middle School front entrance will be little changed except possibly a revision of the existing handicapped ramp that might be required due to the extent of building renovation. The parking area on the uphill (Stedman Road) should become exclusively a parents' student drop-off area loop with allowance for only a few custodians' vehicles' parking. To compensate for the lost 20 parking places, the architects were asked to create that many more spaces on the main entrance side. It has been estimated that clarifying the Clarke traffic problems would cost about $200,000. Ballfield work to be added?This question is being explored by the Recreation Committee and Department as well as other town bodies. PBC members present thought it a good idea but worried about how it might fit into the already tight schedule in meeting school building assistance submittal requirements. Further Questions for the architects as they prepared to leave and afterward. Concern was expressed that the proposed schedule left little time to mull over what might be important decisions. It was further suggested that the education specifications should be taken up at the School Committee meeting of February 2 with PBC members attending, thus eliminating duplication; SC members are the decision-makers. Johnson asked that options be maximized for replacing curtain walls at the high school. After the architects left Moynihan passed around copies of FAXed cost figures from the architects that he had received a few hours will be accessible He questioned and was not fully satisfied with this data. First, the fees seemed higher than they should be and second, only basic but no additional services were mentioned. Philip Poinelli, the other subcommittee members on contract discussions will be contacted on this and afterward this will be taken up with John Miller. Meeting ended at 10:15 p.m. until Wednesday, February 2, at 7.30 p.m. when phasing will be discussed with HMFH and high school Principal Lanoue, following first half hour of other PBC business.
