PERMANENT BUILDING COMMITTEE
Minutes of Wednesday January 20. 1999 meeting in the Conference Room, School Administration
Building, as approved February 3, 1999
After a change of meeting location due to space conflict, the meeting was called to order by
Chairman Kelley at 7 45 p.m. with all other PBC members except Johnson present. Also attending
were School Committee Chairman Barrie Peitz and HMFH representatives Philip Lewis and John
Miller, who arrived shortly after 8 p.m.
Minutes of January 13 1999 were APPROVED as amended.
Project management issue action revised the draft advertisement copy The revised copy will go to
Moynihan for insertion in appropriate local, regional and trade media.
Schedule for meetings, decisions aired by PBC and HMFH personnel. who distributed a schedule
for design reviews and approvals needed for a February 26 submittal to the State Department of
Education to meet the March 1 deadline. Also outlined on the handout were the steps leading to the
June 1 submittal for State School Building Assistance. PBC will reschedule meetingst on
Wednesdays from March 24 through most of April due to Town Meeting.
Approvals needed by town agencies. etc. were questioned by PBC. who promised to supply a list of
town boards and committees to facilitate the architects' contacting them.
Phasing discussions with school personnel should take place between February and March 3. with
the discussions initiated with the PBC at their meetings of February 3 with the high school
administrators and on February 10 with the middle school administrators.
Site plans were questioned, since almost all the revised plans concentrated on the buildings rather
than the site work around them. HMFH's Lewis stated that site reviews are beginning the next day
Peitz noted significant traffic problems at Clarke Middle School. Lewis reminded of budgetary
limitations and that any incrcase in cost might trim some other part of the project. PBC agreed to
discuss site work.
Other Questions arose about sign off of SPED personnel and the existence of a few windowless
classrooms at Diamond. Architects answered that SPED have been involved in planning revisions
and that fresh air supply arrangements are more important than daylight in classrooms.
Other handouts included educational space programs for each school, cost summaries and a much
praised progressive collection of building plan changes.
