PERMANENT BUILDING COMMITTEE
Minutes of Tuesday December 16 1997 Meeting at Estabrook School , as
approved January 6, 1998
The meeting was called to order at 7 15 p m by Chairman Bruckman with
other committee members Himmel , Johnson, Kelley, Poinelli and Touart
attending, as well as Director of School Buildings Operation Moynihan,
Charles Hornig of the Capital Expenditures Committee and Dawn McKenna
Minutes approval proceeded rapidly as the meeting opened, with the
following minutes APPROVED

Documents distributed at this meeting included an agenda from Fay
DeAvignon; a memo from the secretary on minutes to be approved and notes
on the attached draft for the Town Report, and two invoices from HMFH
dated November 30 , 1997 , one for services rendered on contract and the
other for additional basic services for the Lexington Public Schools
Design Development documents for the high school and Harrington are due
either this evening or tomorrow morning The high school will include
all revisions to date, Moynihan reported
He also reported that a $5 million capital proposal is to be presented
to the Selectmen Included will be 13 portable classrooms at a cost of
$1 7 million not state-reimbursable six for Hastings, three for
Estabrook, and three for Harrington The high school will be
reconfigured to accommodate more classrooms An expenditure of about
$650 ,000 is planned for new roofs over G, H and J units at the high
school as well as the "arts wing" at Diamond Middle School Also needed
are reconstruction, resurfacing and curb resetting of parking and
roadways at the high school and Diamond at a cost of slightly over
$500 ,000 Additional expenditures proposed are $180 ,000 for mechanical
systems at Bowman and Bridge as well as $320,000 for the School
Administration Building (a k a "The White House") None of these items
is reimbursable
He noted that an investment of $7 to $9 annually is needed to get the
schools up to standard over the next ten years He pointed out that the
standard maintenance expenditure for schools is $3 per square foot , and
that Lexington spends $ 70 ! A brief discussion ensued on the wisdom of
spending any money on the White House, but Moynihan pointed out that the
school offices had nowhere else to go The primary concern of the
capital program is to provide a sufficient number of classrooms for a
nearly-peak enrollment that will appear in the next years
PBC response to these proposals was that data from Design Development
should be used in planning for future school capital projects , and the

committee VOTED unanimously that any further new projects proposed
should be state-reimbursable
Invoice approval was VOTED by the committee after determining that
$65 ,000 should be withheld for environmental reports not yet delivered
With regard to furniture and equipment, the committee reiterated its
decision that all work on Phase II schools should be terminated The
amount approved for payment was $235 , 918 25
Exterior Elevation Desians at Diamond and the Hiah School were
considered briefly, but no decisions reached Discussions with library
staffs in all Phase I schools continue, especially at the high school
Moynihan expressed concern that there might be excess book shelf
capacity Shelving for 30 ,000 books is planned for the high school ,
15 ,000 at the middle schools and 10 ,000 to 12 ,000 at each elementary
school library
Committee personnel now number five appointed by the Town Manager Peter
Johnson and Philip Poinelli have been appointed by Town Manager with
terms to expire in 2000 The School Committee may now appoint one more
representative, to bring a full 7-member PBC onto school projects
Bruckman has already announced unwillingness to continue as chairman
The meeting adjourned at 9 p m
