PERMANENT BUILDING COMMITTEE
Minutes of Tuesday, December 2 1997 Meeting at Fiske School , as
approved December 16, 1997
The meeting began at 7 30 p m with committee members Himmel , Johnson,
Kelley, Poinelli and Touart present Also present were Director of
School Buildings Operation Moynihan, Project Manager DeAvignon and Dawn
McKenna HMFH architects Miller, Toroella Hayes , and Lewis also
attended School Committee Chairman Feltz appeared briefly
The meeting began with a slide show of buildings in nearby cities and
towns that HMFH has planned and seen built Features that appear in
Lexington' s school plans were shown as built into other towns ' schools
This was the "tour" that had been recommended at the last PBC meeting
Elevation plans of the high school were displayed, showing particularly
entrances and major additions Replacement windows will be similar to
those existing Elements described as "whimsical" were added to areas
near the present main entrance (trellis porticos) and added round
windows The trellis motif was also added to the new main entrance
Among unfavorable comments came from several quarters "It doesn' t blend
in " "All the utilities are right there (beneath a planned concrete-
paved outdoor dining pavilion) " "Has the library staff seen these
plans?"
Noted that the size and location of the library were approved by the
staff , but they had not seen these plans Moynihan said he is bringing
the plans and drawings to the high school tomorrow Kelley asked if code
and safety requirements as well as purpose of the school program are
being fulfilled in these plans Further concern was expressed later in
the meeting about location of the library and the expense (waste?) of
its being two-stories high Moynihan added that they staff will be
reviewing the furniture layout tomorrow, and their full evaluation may
thus be elicited
Diamond cost estimates are now in the hands of the architects , but the
figures were not deemed ready for committee discussion by the architects
because they are not complete, according to HMFH Hayes told that the
new two-story entrance would add about $27 ,000 to the building's cost
Committee requested verification of that figure
Clarke 50 percent design development drawings were displayed, showing
proposed drainage handling, code information, ceiling reflection
drawings , code and demolition information and hydronics for heating
The last of these items is now being priced for gas service
A draft letter to the town on change of scope and its ramifications and
schedule has been drawn up by the architects A motion to stop work on
Phase II schools was offered and approved by Kelley and Johnson, but the
other three committee members had reservations and expressed desire that
the chairman be present for this decision McKenna pointed out that
Town Meeting approved money for design development for all nine schools
Need to consult the School Committee cited Poinelli noted that some
schools , notably Hastings at 70 percent completion of design
development, are quite far along while Bowman and Bridge (as of two
PBC Minutes of 12/2/97 - Page 2
weeks ago) are only 15 percent through design development He suggested
there might be a flexible approach as to what might be an appropriate
stopping point for each school Peltz asked about inflation of
architect ' s service fees if their work on the project is postponed
Since the motion did not prevail , action on it was postponed until next
week At Peltz ' suggestion, the School Committee will be invited to the
committee ' s meeting in Town Office Building next Tuesday
VOTED to approve for payment DeAvignon' s invoice for her 97 hours of
work in November in the amount of $6790
Meeting adjourned at 10 45 p m
