HomeMy WebLinkAbout1998-12-17-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Thursday December 17 1998 meetina in Room 111 Town Office Building, as approved Wednesday, January 6, 1999 The meeting was called to order by Chairman Kelley at 7 35 p m with other PBC members Bruckman, Himmel , Poinelli , and Touart present Also attending were School Committee Chairman Barrie Peltz , chairman of the new air quality committee Janet Bonner and Dawn McKenna of the TMMA Minutes of October 20 and 27 1998 were APPROVED as amended Architect 's contract and fees were discussed in light of a recent invoice from HMFH for plan and cost updatings according to PBC' s revisions of spring and summer 1998 and the recent debt exclusion override approval , signifying that contract documents should go ahead as expeditiously as possible These topics will be revisited when John Moynihan is present Proiect Manaaement discussion elicited recommendation that people be hired to represent the town as clerks-of-the-works (possibly one for each school ) and to manage and organize the project for the PBC An initial step in this direction will be to request from HMFH a plan of how to organize and manage the project In further discussion of how to instruct HMFH the committee will request a list of basic services as well as a work plan with a schedule for decision-making Also needed will be recommendations for project management activities that should be provided Poinelli offered to provide a sample list, of project management activities HNFH will be requested to provide a detailed work plan in Including staffing and a schedule for decision-making Poinelli also informed of some recent changes in State Education requirements 1) that a needs conference must take place before January 1 of the year the project is to be submitted, and 2) that educational specifications and schematic designs must be submitted to the state by March 1 of the submittal year Elementary schools capital request reported in the local newspaper is in response to air quality problems at the Bridge School as well as for a Bridge School roof , the purchase of portable classrooms and for the remainder of the technology plan, SC Chairman Peltz informed The PBC should be involved in this work, it was noted Air aualitv will be the topic of a meeting scheduled for the second week in January, Ms Bonner announced Principal speaker will be Tolle Graham of the Health Schools Network Chairman Kelley offered to have PBC representation at this meeting Meeting adjourned at 9 55 p m until Wednesday January 6 at 7 30 p m Respectfully submitted, fit Erna S Greene, Secretary
