Minutes of Tuesday October 27 1998 meeting with the School Committee
in the Selectmen' s Meeting Room, Town Office Building, as approved
December 17 , 1998
The meeting was called to order by Chairman Kelley at 7 35 p m with
other PBC members Bruckman, Cannalonga, Himmel , Johnson, and Touart
present Also attending were Director of School Building Operation John
Moynihan; School Committee members Barrie Peltz , Susan Elberger, Fred
Rosenberg and Robin DeGiamarino; Capital Expenditures Committee members
Charles Hornig and Shirley Stoltz , as well as Dawn McKenna of the TMMA
Members of the School Committee distributed advance copies of the town-
wide mailing that will go out prior to the November 9 Town Meeting
John Moynihan distributed a cost summary sheet from HMFH dated 10/23/98
and Fred Rosenberg distributed a cost analysis sheet he had drafted
based upon last year' s format
A discussion on how much detail should be publicized and terminologies
ensued Recommended that inflation, contingency and "Associated costs"
be added after the figures that show the 15 percent cut in construction
costs Noted that "swing space" is part of the associated costs
Advised that there should be a separate line for contingency, inflation
and associated costs The figures in the School Committee mailing are
not quite the same in detail ("in flux" it was said) , even though the
bottom line is the same Moynihan and others stated that efforts to
save the town money continue, even though the cut-off date for data
finalization for Town Meeting information was October 5 In any case
the top limit is $53 9 million
Himmel pointed out that bids will be in a range of prices Kelley
emphasized that all proponents of the project should understand this
Some concern was expressed about the forthcoming October 31 information
meeting Emphasized that all terms and what they mean should be
explained in literature If questions on financing costs come up, they
should be referred to the Capital Expenditures Committee and John Ryan
All in all , it was noted, project costs have been reduced by 10 percent
since the 1997 proposal
Plans for coverage by PBC personnel at the October 31 meeting (Kelley)
and at the Meriam Hill Association meeting (Poinelli ) and for school
tours prior to Town Meeting and meetings and school tours prior to the
December 7 override vote were reviewed and updated
