PERMANENT BUILDING COMMITTEE
Minutes of Tuesday October 20 1998 meetina in Room G-15 Town Office
Building, as approved December 17 , 1998
The meeting was called to order by Chairman Kelley at 7 35 p m with
other PBC members Bruckman, Cannalonga, Himmel , Johnson, Poinelli , and
Touart present Also attending were Director of School Building
Operation John Moynihan and citizen Paul Drury HMFH was represented by
architects Arthur Duffy, Dorthea Hayes and Philip Lewis , who brought
with them summary sheets and detailed construction cost estimates from
Daedalus for the high school and the two middle schools
PBC Comments on the summary sheet for all three schools noted that the
word "Estimated" should be inserted before "Construction" on the sheet 's
title, as well as "in 1997 dollars" at the end of the headings Also
noted that the cost cuts should all be in parentheses and that the 3%
and 15% should be explained as design contingency and contractors '
profit and overhead Architects explained that the three percent design
contingency would be absorbed in the project by the time of bid
Proiect Cost components were discussed extensively and insofar as
possible it was agreed that terminology to be used should be as specific
as possible, rather than catch-all terms such as "soft costs", i e
associated costs , FF&E (furniture and equipment allowance) , construction
contingency, legal fees, inflation factor and construction contingency
(this year raised to 10 percent due to the high percentage of renovation
in the project)
Add/Alternates were recommended when the bids go out so that if the cost
allows some highly desireable items could be added After strong pleas
that the high school auditorium air conditioning be done, it was
promised that restoration of this cut would be at the top of the
add/alt list (Watertown' s high school has been making money from
summer rentals of its air-conditioned auditorium, it was reported)
Middle school details questioned including sills (to be replaced on
cafeteria side only, including the lobby area above) and windows, some
to be reglazed at Clarke When PBC asked about gender equity in the
Diamond locker room, Moynihan said that work to accomplish this is in
progress with completion soon Therefore this work does not appear in
the plans
General concerns about the school Drolect were aired The committee
requested sets of full floor plans in 8 1/2 x 11" format so they could
answer questions Moynihan explained that all classrooms , except those
for science, music, art, offices and special education, will be generic
Concern was expressed about information that the School Committee is
getting out to the public, since there has not been much communication
between them and the PBC Moynihan said he will check the accuracy of
those materials Information, mostly obtained from HMFH, will be sent
to Town Meeting Members
A Buildina Needs Conference has been scheduled with Jim Anderson of the
State Education Department on Tuesday, October 27 at 8 a m beginning at
Moynihan' s office Also attending will be School Committee people,
Chairman Kelley (and perhaps other PBC members) and HMFH

The following PTA meetings are scheduled
Wednesday, October 21 at Bowman
Monday, October 26 at Clarke
Monday, November 16 at Hastings (Kelley to go)
Tuesday, November 18 at Bridge (Poinelli may go)
Tuesday, November 19 at Harrington (Kelley may go)
In addition Selectman Busa has scheduled a meeting a Cary Hall Saturday,
October 31 at 9 a m
Recommended that the PBC meet jointly with the School Committee next
week, Tuesday, October 27 Urged that the School Committee' s materials
on the building project by reviewed by the PBC prior to distribution
Also recommended that a project description draft be prepared by the PBC
before they by PBC members , clarifying just what is being proposed to be
the October 27 meeting John Himmel agreed to get in touch with Richard
Marks of Daedalus for clarification of whether or not or how much
inflation factor is included in their construction cost estimates
