meeting was called to order by Chairman Kelley at 7 12 p m with other PBC members Cannalonga ( later part of meeting only) , Poinelli and Pierce (first part of meeting only) present Also attending were Director of School Building Operation John Moynihan, School Committee members DiGiamarino and Elberger as well as citizens Ed Natale and Dawn McKenna HMFH architects Arthur Duffy, Dorthea Hayes and Philip Lewis appeared when school discussion began Library architects ' invoice for S10 000 dated December 1997 was totally a request for extra work in attempt to placate the Douglass family's complaints prior to the invoice date This invoice was the last invoice from the architects Hale and Bennett Two more have been presented after that date, but have been taken under advisement and not yet studied fully by the Library trustees These two more recent invoices are $40 ,000 for the second submittal to the state and about $100 ,000 for extended presentations to the HDC and DAC Pierce explained that revisions plans for the east side of the building were clearly to mollify the Douglass family Poinelli , citing AIA standards in cases such as this , said that the extra work should constitute a revision of contract that should be proposed in writing by the architects and needs to be approved by the PBC and Town Manager He also cited state law Chapter 7 (with Moynihan nodding concurrence) and that such revisions cannot exceed 10 percent of the contract Pierce urged further discussions between the Library trustees and the PBC Pierce reported that a meeting with Douglass lawyer, Town Manager and two Selectmen, brokered by Selectman Enrich, was held a month ago in search for agreement between Douglass ' and the Town A proposal by Douglass is being explored by the Town Engineering department Another similar meeting is scheduled for September 28 In June the HDC appointed two representatives to meet with the Library building committee They had a good meeting and accepted agreement in principle, to be pursued when the Douglass issue is settled The issue must ultimately go to the full HDC Lexington High School revisions are nearly complete, HMHF architects reported The administrative offices and nurses ' office will remain in the same location, with some adjustments for ADA compliance The guidance area will be centralized and accommodate up to ten counsellors The library has been simplified These were depicted on schematic plans colored for function Cost estimates should be ready in a week There is political need for identification of $2 million in savings in the new plans for this facility Comparisons should be done in today's dollars , with escalation to mid-construction added in later as part of project cost There will be a one year's escalation in each old-plan line item so that old and new figures will be in the same financial units Both totals and detail will be presented Middle Schools ' broad brush programmatic cost reduction proposals were outlined by the architects along with rough schematics showing two new PBC Minutes 9/9/98 2 one-story addition wings to Clarke The third level plans only were shown Some parking lot grading may be needed on the south side parking lot Toilet upgrades will be necessary throughout the building Some ADA revisions will also be required on the partitions between classrooms in the areas of classroom entrances The issue of separation of parent from school bus drop-off areas was discussed briefly Committee members complimented the architects for their "creative thinking " Diamond addition now being sketched is has been reduced by more than 5,000 square feet , even though the entire middle school special education program will be located in that school The architects now recommend repaving rather than reconstructing and reconfiguring the "front" parking lot , with extra parking to be obtained from changes required for the "back" parking/drop-off area due to the new wing The SPED offices and rooms are to be located where the administrative offices now are, causing minimum wall relocation The music area will remain as is, with more space utilization Renovation costs will be cut by less reconfiguration generally Locker rooms will not be changed except for what is needed for gender equality The schools ' administrations have reviewed and generally approved of these revisions Phase I cost reduction lists for the middle schools will be ready in two weeks However, schematics will not be ready for about five weeks Concern was expressed about insufficient time for Town Meeting Members ' review of the data before a special town meeting about the third week of October Moynihan said that cost data is needed by the first week of October He noted that even if the money is in place by the end of 1998, construction documents could not be done until September, 1999 and construction probably could not begin until January, 2000 With an eye on a June 1 presentation that might be a rush, construction options , such as letting contracts for "one school at a time" was suggested by one committee member The meeting ended at 10 20 p m with the next
