26, 1998 The meeting was called to order by Chairman Kelley at 7 37 p m with other PBC members Cannalonga, Johnson, and Touart present Also attending were Director of School Building Operation John Moynihan and School Committee members Martin Long and Barry Peltz , as well as Ed Natale of the ad hoc committee and Appropriation Committee member David Rudner Middle Schools and price update for hiah school changes can be accomplished by HMFH, Moynihan reported from his conversation with head of firm John Miller However, HMFH will be unable to work on middle schools just now because the former Lexington architectural team is now working on Wellesley They might be available in about two weeks if that project is put on hold He noted that meeting a fall referendum schedule with schematics might be tough A middle school scale-down is now "ready for pen and ink" Moynihan reported A submittal to the state education department could go ahead for June 1, but construction could not begin until spring, 2000 Even in the middle schools savings would not be huge because most of the economies would be in new construction, which is a small part of the total project cost Perhaps $2 million could be saved, bringing the three school project to $55 to $57 million At Clarke the principal costs would be in converting the heating system and general fix up, plus site cost in rearranging traffic patterns A general discussion of political realities versus answering educational needs followed When asked about asbestos at the school , Moynihan responded that there is some in the auditorium ceiling, which would have to be disturbed if sprinklers are put in as code now requires Moynihan informed that about $200 ,000 remains in planning/design funds He was questioned closely about the pay back period for conversion of the heating system to gas (about 14 years) and whether it might be advisable to keep the existing electric heating Ed Natale expressed unhappiness at the total cost of renovating the high school and complained about the sizeable deferred maintenance component Other sentiments expressed that the School Committee should question and better define the project and (Johnson) that no work should be done on Clarke Meeting adjourned at 9 30 p m Respectfully submitted, Erna S Greene, Secretary TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Wednesday July 22 1998 meetina in Room 105 Town Office Building The meeting was called to order by Chairman Kelley at 7 38 p m with other PBC members Poinelli and Touart present Also attending were Director of School Building Operation John Moynihan and School Committee members Barrie Peltz and Martin Long Productive proaress was reported on talks with middle school principals (or their representatives) with Moynihan and two members of the School Committee Insofar as possible middle school leaders are trying to fit their programs within existing footprints , or with reduced areas of additions At Clarke, it looks as if the tower adjacent to the front entrance may not have to be built , so long as the minimum of a permanent location for computer labs , three additional science labs and five or six more classrooms , can be met A small addition of 7 ,000 to 8,000 square feet only would be needed and could be put on the back of the building At Diamond new construction could be cut to a little more than half of what is on present plans New schematics and justification in terms of educational program from both middle school principals would be required Based on these a new needs conference would be required due to reduction in the scope of the program Another educational program agreement and possibly new specifications would have to be drawn up before new design development drawings could begin Additional discussion centered on progress and extent of the technology program and its hookups in individual classrooms and how to present revised plans to town boards and the public In light of the middle school potential changes , it was decided to delay sending a letter to the school committee, Selectmen, ad hoc committee and the public as envisioned at the previous meeting, but to await better definition of middle school reductions Cary Library plan review, based on the design development drawings with possible revisions and simplifications sketched in, was amplified by PBC committee member Poinelli , who had met with Walter Pierce a few days previously Noted that the HDC does not like the bright red roof tiles as "not appropriate now, " even though they are historically, technically correct Among other revisions under consideration by the library, but not yet worked on by the architects whose work is still on hold, are a reduction of the roof height by about four feet , as well as other possible roof revisions Poinelli informed that the sixth edition of the state building code required that there be no snow load on roof and sky lights Another concern expressed involved the prominent location of an air conditioning system pit right on Clarke Street Meeting ended at 9 25 p m , with the expressed hope that more members of the committee would attend the next meeting on Wednesday, July 29, at 7 30 p m in Room G-15, Town Office Building Respectfully submitted, - Secretary
