PERMANENT BUILDING COMMITTEE
Minutes of Wednesday, June 3 , 1998 meeting in Room G-15, Town Office
Building, as approved June 30 , 1998
The meeting was called to order by Chairman Kelley at 7 10 p m with
other PBC members Cannalonga, Johnson, Poinelli and Touart present Also
attending were Director of School Building Operation John Moynihan;
School Committee member Long, ad hoc committee members Lucas and Natale
and Town Meeting Members McKenna and Traficante
Minutes of May 20 1998 were approved as amended
The May 6 list of proposed Phase I cost cuts was again reviewed by the
committee with still a few questions remaining Objections were not
raised on items 1 to 8 In items 9, a cut of $150 ,000 instead of
$195,000 was recommended Although no opposition was expressed to
cutting the size of the second commons patio by 35 percent, thus saving
$19, 870 , the committee requested a breakdown on the Waltham Street
parking area so they could delineate what work to include and eliminate
Tentatively, about $80 ,000 could be saved in that area Items 19 and 21
were again debated with committee members leaning toward inclusion of
window replacement, particularly when Moynihan pointed out that
hazardous materials are likely to be encountered if repair of the 30-
year-old windows were to be attempted Furthermore, omission of these
window replacements would probably be unacceptable to the state
reimbursing authority Items 24 and 25 sprinklers were VOTED advisable
to keep in the budget since they are a code requirement, with the desire
to omit them if it became a possibility
Except for Item 34, none of the proposed cuts in items 26 through 38
raised any objections A formal 4 to 1 VOTE on Item 34 was taken, with
the proviso that even if air conditioning is not installed at the high
school auditorium, the ducts and air handlers should allow for later
installation of air conditioning The last item on lighting requests
elicited a request for HMFH's description of lighting plans on a reduced
budget
Other formal VOTES An annual inflation allowance of 3 1/2 percent
should be budget to mid-point of construction and a contingency
allowance of 10 percent

NOTE to PBC members No meeting on Cary Library next week since the
library is legally on hold presently However, each PBC member is
