Minutes of Wednesday May 20 1998 meetina in the Selectmen's Meeting
Room, Town Office Building, as approved June 3, 1998
The meeting was called to order by Chairman Kelley at 7 10 p m with
other PBC members Cannalonga, Johnson, Poinelli and Touart present Also
attending were Director of School Building Operation John Moynihan;
School Committee members Elberger and (briefly) Long, Town Meeting
Members McKenna and Schroeder ad hoc committee members (briefly) Boyle
and Natale
Minutes of April 7 1998 were approved as submitted
Minutes of May 13 1998 were approved as amended
Review of proposed cost cuts began with Moynihan's distribution of his
summary list of May 6, 1998 that included a cover sheet of project cost
add-ons plus Phase II cuts that had initially been ball-park estimated
by Arthur Duffy All following cost cutting discussions were based on
this handout
Furniture equipment carrying cost of $200 ,000 was described by Poinelli
as being "too low" Moynihan agreed that it probably should be about $1
million more than that but cited a PBC decision early in discussions of
the earlier nine-school project not to carry F and E Poinelli
suggested need analysis of F&E, especially if question of
reimbursability comes up with the state
The technology project is already deemed reimbursable, with the hardware
already receiving separate Town Meeting authorization The supporting
infrastructure is included in the plans for each school The technology
project can be separately bonded but still be considered part of the
total school project Questioned if F&E could be on the same basis
Noted that full outfitting of the high school library and science rooms
would be in the scope of the project
Committee also commented that a seven percent contingency is probably
too low (should be 10 percent) and that an inflation factor should be
included since building costs are rising faster (at 3 1/2 percent
annually) than overall inflation Committee members agreed that at
least a seven percent inflation factor should be included in project
costs

This high ticket item was debated lengthily The 30-year-old
curtain walls are not energy efficient Moynihan and PBC
members with school experience predicted that the state would
not accept the project unless curtain walls were replaced
This happened when Hastings was being readied for reopening as
a public school Committee decided not to take this cut but
to look for alternate ways to save money on the curtain walls '
replacement Moynihan expressed concern about the existing
metal casework and univents along the curtain walls that are
planned to be refurbished and not replaced A replacement
wall will be thicker than the present curtain wall , but its
thickness would extend outward and rest upon an ample sill
SC member Elberger commented, "You decide what is needed for
the building and let the School Committee take care of the

Moynihan will consult the fire chief and building commissioner
to get some kind of statement or commitment from them -
preferably in writing - as to whether they would accept
omission of these sprinklers

Opposition to this decision was registered by some, but final
decision may be made after experience with a concert next
week

PBC accepted the last-listed lighting cut with the proviso that it would
not impair the lighting quality in classrooms Parabolic lighting was
recommended throughout the school , as this would provide good lighting
with reduced glare
Phase II proposed cuts were reviewed rapidly, with the note that only
ball park estimates were available for the true savings in these
measures , and that they would also have to be carefully reviewed by the
School Committee Estimated that the PBC in good conscience could, in
rough estimate, reduce the project cost of the high school renovations
from $28 5 million to $26 million

Further explorations were urged by some PBC members Johnson suggested
that the gymnasium might be converted into a new library and, joined by
other members, it was speculated that more efficient use of the field
house might be devised Touart suggested a reexamination of keeping the
science lecture hall , incorporating it into the program in different
ways while preserving community use of the facility Moynihan pointed
out that a considerable portion of the school already receives heavy
community use several days of the week
PBC action on the ad hoc committee's report will include attendance at
the May 26 School Committee meeting where the ad hoc committee will
present their report Since anything said at that meeting is likely to
publicized in the Lexington Minuteman's report of it, any comment by PBC
members should not contain overtones beyond the committee's reservation
of judgment and right to disagree Since this is a School Committee
meetingand not a PBC meeting,
no PBC minutes or action will be taken
The next meeting of the PBC will be Wednesday, June 3
The meeting adjourned at 10 p m
