PERMANENT BUILDING COMMITTEE
Minutes of Thursday March 26 1998 Meetina joint with Cary Library
Building Committee in the library Oval Room, as approved March 31, 1998
(The PBC, with members Kelley, Bruckman, Johnson and Touart met separ-
ately before and after the joint meeting with the library committee in
the Children's Activity Room - with Barrie Peltz also attending - and in
the small room off the large print collection area, respectively
Business of these sessions is reported at the end of these minutes )
The meeting was called to order by Library Building Committee Chairman
and PBC member Walter Pierce at 7 18 p m with PBC member for the
Library Lucker and Library Director Carol Mahoney, staff member Julie
Triessl and Library Building Committee member Sara Chase present
Design Advisory Committee members John Frey, Stacey Bridge (also
Planning Board) , Bruce Creager, Steven Hurley, Betsy Whitman, Selectman
Liaison Eddison, as well as Architects Stephen Hale and Melissa Bennett
also attended
Role of the Library Building Committee was described by Chairman Pierce
as nearing its end along with the Design Development phase of the
Library's plans He advocated that the preparation of construction
documents be under the direction of the Permanent Building Committee
Board of Appeals Hearing of March 12 brought approval of all of the
library' s six requests for variances were approved, all but one of them
unanimously, and that one approved 4 to 1
Historic Districts Commission (HDC) hearing Thursday April 2 is the
next hurdle for the project , and review of plans in preparation for this
hearing is the primary purpose of this meeting Noted that HDC is
concerned exclusively with the exterior of the building A slide show
prepared for the hearing was shown and questions raised as noted below
Handicapped ramp has been reduced to one at the Clarke Street side of
the Mass Ave entrance The slide showing a drawing of it evoked
comment on the heaviness of the wrought iron railings Noted that the
slide shows only a drawing and does not indicate the mass of the
building behind that would tend to diminish the significance of the ramp
and railing Concern was expressed about the HDC's expressed distaste
for ramps in general
Elevation drawings and windows (planned to be aluminum to replicate
historic ones) raised many questions , not all of them ending in agree-
ment Siding/roofing of "ceramic slate to match original
color" samples and other surface materials should be displayed at the
hearing it was urged and agreed
Need for agreement before HDC hearing advocated around the room Ms
Chase listed areas of controversy around which discussion could center
Predicted that not all matters would be decided by the HDC in one
session and that the hearing was likely to be continued In any case
another meeting of the PBC, Library Committee and DAC was agreed upon
for Tuesday, March 31 at 7 p m

The PBC meeting continued across the entry hall at about 9 20

Written report from the ad hoc aroma discussions was distributed and it
was noted that the word "reimbursable" was missing from the paragraph
statement and in addition no sum of money was mentioned (Chairman Kelley
mentioned that $15 million was a number given to architects HMFH in
asking them to come up with a high school project for that cost ) Noted
that Peter Enrich and Susan Elberger have been attending the group's
meetings, particularly since local elections The cost of $22,000 to
get HMFH' s answers was APPROVED by the PBC, but it also must go through
the School Committee

$62 , 961 ,00 ; for "additional basic services" of $3 , 800 , dated March 13,
1998 for additional services through 2/28/98 of $4, 400; and to reimburse
Peterson Associates to design a new roof for the School Administration
Building for $4, 309 80 were APPROVED by the committee
