PERMANENT BUILDING COMMITTEE
Minutes of Wednesday January 28 1998 Meetina in Town Office Building,
as approved February 4, 1998
The meeting was called to order at 7 40 p m by Chairman Kelley, with
other committee members Johnson, Poinelli and Touart attending, as well
as Owner 's Representative Fay DeAvignon Also present were Dawn
McKenna; School Committee Chairman Barrie Peltz ; and HMFH architects
Philip Lewis and Stephen Friedlaender Capital Expenditures Committee
members Karen Dooks, Charles Hornig and Shirley Stolz
Minutes of Wednesday January 21 1998 were APPROVED as amended
History of plans for the hiah school was reviewed by Friedlaender, using
charts compiled from the Masterplan study in March then July, after
correction by verification of drawings , and finally with Design
Development in December, 1997 During the latter part of design
development new peak enrollment figures changing from 1840 pupils to
2100 pupils were reported In extensive conferring with high school
Principal Philip Lanoue it was agreed that by keeping rather than
enlarging smaller existing classrooms (at lower cost of renovation) the
number of general teaching spaces could be boosted from 54 to 72
Lanoue had calculated that 2000 pupils could be fit in that number of
spaces, and that the smaller (about 500 square feet) sized classrooms
would work because many high school classes are smaller than 22
Some trimming had been done There will be only one language lab
instead of the existing two and a smaller area is planned in three
technology labs instead of the earlier-planned two Friedlaender
assured the committee that the high school is indeed a tightly planned
facility, with only 235, 129 square feet of gross space although the
state would allow 363, 410 square feet The PBC agreed to use the 2100
students from the most recent reports
After the architects departed, high school plans were debated again,
particularly about the library, its location and apparent grandiosity
Plannina aroup meeting that met this afternoon included Selectmen Busa
and McSweeney, Superintendent of Schools Young, John Moynihan, Paul
LaPointe of Appropriation, Bill Kennedy of Capital Expenditures , Town
Meeting member Neal Boyle, Richard Lucas , School Committee Chairman
Peltz , Dave Eagle of the Building Finance Committee, Kelley and Johnson
of the PBC, Town Manager White, and Ed Natale It was urged that the
reports of the Capital Expenditures and Appropriation committees to the
October Special Town Meeting be brought into discussions with this
group So far they have recommended that any school-building proposal
be less grand, less costly, involve all nine schools and be state
reimbursable
Cary Library new plans for the addition elevations are being developed
for unveiling tomorrow night at the Library Committee's joint meeting
with the Design Advisory Committee and PBC These will then go to the
Board of Appeals in February, Poinelli reported
Meeting adjourned at 10 53
