HomeMy WebLinkAbout1998-01-21-PBC-min.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Wednesday January 21 1998 Meeting in Town Office Building, as approved January 28 , 1998 The meeting was called to order at 7 35 p m by Chairman Kelley, with other committee members Johnson, Poinelli and Touart attending, as well as Owner ' s Representative Fay DeAvignon and Director of School Buildings Operation John Moynihan Also attending were Dawn McKenna, School Committee Chairman Barrie Peltz ; and HMFH architects John Miller, Dorthea Hayes and Mario Torroella Minutes of January 6 1998 which had already been approved, were further corrected and clarified by DeAvignon, and the committee requested that these this amendment be added to the official minutes last sentence, next to last paragraph of page 1 to read "The staff has already reviewed general plans , except for the new guidance proposal , with DeAvignon and Moynihan, the committee was told " Minutes of January 14 1998 were APPROVED as amended Work is still in progress on the high school , Hayes reported A study of how LHS plans evolved from the original study done by Steve Friedlaender, will tell how large differences in population and programmatic inputs from Philip Lanoue and the staff , caused an increase in the number of required classrooms The educational specifications have not yet been fully evolved to match the current plans , including teacher work spaces and the like For example, peak enrollment figure for the original study was 1849, but the presently projected peak is nearly 2100 students Moynihan expressed concern about support space in relation to classroom space Plans for the high school library were discussed at length When committee members questioned the size of the library, it was explained that space for three classes to use the facility simultaneously would be needed Chairman Kelley questioned the library ' s fulfillment of its purpose and whether there was waste Explained that a total of 14 ,000 square feet is planned to be added to the building With the elimination of the enclosed walkways between building the square footage of addition was reduced, since they are no longer counted In discussion of possible presentation of the high school plans to the public, need for emphasis on the educational program and how the facility would become a better facility for that program, was recommended by the architects and School Committee chairman Elevation drawings of the south-exposed side of the high school library were displayed by Torroella, and the committee expressed clear preference for "Scheme 6" The stepped and jutting wall line was questioned, but it was explained as an amplification of existing stepped walls nearby and as a solution to bring in daylight with almost all northerly-facing windows Only one central window would face east The committee agreed to add a meeting Wednesday, January 28 to its already scheduled January 29 meeting at Cary Library, so that high school interior plans as well as plans for Hastings , Clarke and Diamond PBC Minutes of 1/21/97 - Page 2 can be discussed HMFH architects departed 9 40 , saying that pricing data has been mailed to Moynihan and DeAvignon HMFH December 31 invoice for $285 ,501 49 contract and additional basic $27 ,500 00 services was distributed Moynihan informed that about $80 ,000 more work is to be done through January 31, 1998 Then $2 , 201 , 137 will have been spent altogether, and a balance of $369,000 of design money will remain The town and the architects will then go into "suspension of contract , " which could be left open, closed or be renegotiated after a time specified in the contract has passed VOTED to pay the amounts listed in the invoices, as long as there is still some money left to bring forth plans Meeting adjourned at 10 09 p m Respectfully submitted,J Erna S Greene Secretary
