HomeMy WebLinkAbout1997-09-18-PBC-min-PM.pdf TOWN OF LEXINGTON, MASSACHUSETTS PERMANENT BUILDING COMMITTEE Minutes of Thursday September 18 1997 Meetina in Selectmen's Meeting Room, Town Office Building, as approved December 9, 1997 The meeting was called to order shortly after 7 30 p m by Chairman Bill Kennedy of the Capital Expenditures Committee Representing the PBC were Chairman Bruckman and other committee members Johnson, Kelley and Touart , as well as project manager/owner's representative Faye D'Avignon Also present were the following from the Appropriation Committee Chairman Paul LaPointe, Roger Borghesani , Stephen Coit , Ron Colwell , Al Levine, Isabel Mroczkowski , and Ron Pawliczek Also other Capital Expenditures Committee members Paul Hamburger, Charles Hornig, Shirley Stoltz , and C N Touart as well as School Committee Chairman Barrie Peltz and Dawn McKenna A free-form discussion began with Bruckman, announcing that the $6 2 million cuts identified by the PBC had been subtracted from the $113 million cost introduced September 8 He distributed a projected schedule generated by Town Manager for dealing with the project Kelley was the first to mention "Option B", but said he favors adopting the whole project The PBC is in the process of obtaining cost estimates of the differences between approving the whole project at the outset and separating process into two parts , with at least a year ' s delay in beginning work on five elementary schools A large part of the evening' s discussion was devoted to the pro ' s and con's of the whole versus a split project Concern was expressed about how to spread the tax burden The word "phase" was favored over "option" by Chairman Bruckman Breakdowns of project costs into components of construction contingency and design contingency were requested, and D'Avignon shed some light on these, as they had been incorporated into individual school costs Several urged that these costs be given individual lines Two concerns were expressed about the later parts of the project On the one hand one person emphasized the risk of rejection of the elementary school part of the proposed project and on the other hand another asked about possible flexibilities that might be needed in the out years Bruckman was queried about the origin of the two percent inflation factor used in the cost estimates Community understanding of additions would be more easily gained than understanding of renovations , it was conceded Such items as asbestos abatement were noted as an examples of non-obvious improvement Also injected into the discussion by a financial committee member as well as by Peltz , were overall town budgetary and capital needs in relation to the school project Information on exactly the SBAB reimbursement works was requested for Town Meeting PBC promised to get this from Moynihan The discussion concluded favorably on the worthiness of the project , at 9 35 p m with only the implementation at issue, according to LaPointe Respectfully submitted, er--' Secretary
