PERMANENT BUILDING COMMITTEE
Minutes of Tuesday September 16 1997 Meeting in Room 111 , Town Office
Building, as approved December 9, 1997
The meeting was called to order at 7 32 p m by Chairman Bruckman with
other committee members Johnson, Kelley, Poinelli and Touart , as well as
Director of School Building Operation John Moynihan and project manager
Fay DeAvignon present Also attending were School Committee Chairman
Peltz and Dawn McKenna HMFH was represented by architects Dorthea
Hayes and Philip Lewis
(NOTE There are no minutes from the Thursday morning September 11
meeting of the committee that did not have a quorum during its first
half Discussion at that meeting included elements reconfirmed this
evening as well as speculation on the project 's future course )
Approval of Minutes for meetings of the following dates was VOTED, as
amended, except where noted
August 5, 1997 August 26, 1997
August 12 , 1997 August 28, 1997
August 14, 1997 , as submitted September 8, 1997
Procedural reauests from Moynihan that were approved by the committee
(1) That all requests for changes or reports from HMFH come from either
Moynihan or D'Avignon
(2) That all written materials to be distributed outside the committee
be checked with the greatest care for accuracy and consistency
Need for Documentation of required action from meetings was expressed by
D'Avignon, who noted that she is taking her own notes of action items
since minutes may not be adequate or get to her in time (�
Request for emergency meetina due to concerns over the location of the
additions to Diamond Middle School was communicated to the committee by
Moynihan The committee agreed to schedule such a meeting at 8 a m in
order to discuss this with Joanne Hennessey All alternative plans for
Diamond considered by the committee will be brought to this meeting and
reasons for the committee's choice explained Also on the agenda for
this meeting will be preliminary planning to make a feasible project
A proposed schedule for completion of design development was distributed
by HMFH architects and need to complete this phase was strongly urged
especially by Peltz and Poinelli Completion of design development
would give the schools viable plans ready to use in preparation of
construction and bid documents VOTED four to one to accept the HMFH
proposed schedule extending design development for five elementary
schools into February, 1998 Assurance was asked and given that this
extension would not cost the town any more
Confirmation of Site Plan revisions by the committee was requested by
Hayes so that the Carol Johnson firm can complete their work Chairman
stated that safety and lighting improvements should be retained at all

schools , with the minimizing of all other revisions However, site
plans for Estabrook need to be revisited
Coping strategies that the School Committee might consider in order to
carry on education during construction were suggested by PBC members
Meeting adjourned at 9 40 p m
