PERMANENT BUILDING COMMITTEE
Minutes of Friday September 5 1997 Meeting in Room 111 , Town Office
Building, as approved December 16 , 1997
The meeting was called to order at 7 54 a m by Chairman Bruckman with
other committee members Himmel , Kelley and Poinelli present Also
attending were HMFH representatives Dorthea Hayes and Philip Lewis as
well as Project Manager Faye D'Avignon, Director of School Buildings
Operation Moynihan and Dawn McKenna
Cost compilation sheets were passed out Hayes explained briefly that
"other project costs" was really a difference between costs before and
after PBC had cut from schematic estimates The committee recommended
that more breakdown of project costs and that costs for swing space and
phasing be added, making this sheet into a two-page document Noted
that cost estimates have not been developed since July 11 The 30
percent "project cost" has been brought down to 23 percent Committee
requested that this amount be broken down to its components
Bruckman further requested specific listing and inclusion of costs
involved in phasing, inflation escalation (to be calculated at a
compromise 3 1/2 percent) , cost of portable classrooms and incorporation
of the remaining technology plan
Decisions dependent upon cost data not vet in hand Use of oil is
assumed for all heating plants unless the gas company should make a
not-yet-heard attractive offer Air conditioning in secondary school
auditoriums is being carried until more initial and operating cost
information is known
Clarifications and review of architects understandings were reviewed on
the subjects of univent reconditioning and floor coverings Moynihan
questioned the architects closely about their proposed plans for
Clarke' s possible conversion from electric to oil or gas-fired heating
He advised reuse of four-year-old oversized univents
Mechanics of assembling presentation materials were discussed by
Chairman and Hayes Ten copies of all materials are to be provided by
architects and committee - five for the selectmen, and one each for the
PBC, CEC, Appropriation, SC and Moynihan There will be a thick
notebook and a skinnier GBC-bound Executive Summary, including project
descriptions , schematic plans and the committee's writeup
Expressing uneasiness about the entire project , the committee agreed
that the written material should take a few more days - until after
Thursday morning's meeting - to be firmed and given more overall
thought , especially since it seemed unlikely that the Selectmen would be
making any decision on Monday D'Avignon pleaded for a larger design
contingency that might give the committee a little wiggle room with the
numbers Committee did not all agree on this
Meeting adjourned 9 30 a m (actually ending at 9 45 a m ) until Monday,
